Predictions about changes over the period 2005 to 2010 in the nature and structure of the IT profession in organizations operating in developed nations were tested for organizations operating in eight different organizational sectors in Thailand. Data collected in 2006 and 2011 from organizations in Thailand was used to test the predictions and to identify similarities and differences among the sectors with respect to the importance of specific knowledge and skills associated with each part of the predicted structure. The findings provide theoretical and practical insights into the development of the nature and structure of the IT profession in Thailand over the past five years and the relative importance of IT professional skills in each organizational sector. KEYWORDS:IT skills, specialists, Thailand, versatilists, work domains. 1.INTRODUCTION Studies of the IT profession in developed nations are common and play an important role in matching organizational IT needs with knowledge and skills. Unfortunately, this is not the situation in Thailand despite the importance given to the role of IT in national planning documents (e.g. National ICT Policy Framework 2011-2020 at www.ict2020.in.th). This is the fourth in a continuing program of studies of the IT profession and technologies used in organizations in Thailand designed to address this situation. The first study by Wongwuttiwat et al. (2005) concerning changes in the nature and structure of the IT profession among organizations classified as IT providers in Thailand, if their purpose was to provide IT products or services in the marketplace, or as IT users, if they used IT to achieve a different organizational purpose.The predictions by Morello (2005) were based on information gathered from medium to large size organizations operating in developed nations and they describe changes in demand across the period 2005 to 2010 for IT expertise organized in a theoretical framework with four domains of expertise (Technology Infrastructure and Services, Information Design and Management, Process Design and Management, and Relationship and Sourcing Management) used to describe the proposed structure of the IT profession by 2010. The predictions by Plummer et al. (2005), which were also referenced by Morello (2005), refer to changes in demands from 2005 for particular types of IT professionals described as specialists and versatilists depending on the breadth, depth, and the scope of the recognition of their skills. These predictions by Plummer et al. may be seen as complementary to those by Morello in the sense that Morello's predictions address the structure of the IT profession

The teaching-research nexus concept has been extensively examined in the higher education literature, and the importance of industry linkages in information and communications technology (ICT) education has also been widely discussed. However, to date there has been little recognition of the full extent of relationships between aspects of teaching, learning, research and industry and of the synergy possible from exploiting these relationships. Koppi and Naghdy [2009] introduced the concept of the teaching-research-industry-learning (TRIL) nexus in ICT education and this paper attempts to advance understanding of the concept by exploring the literature that underpins it. The paper contributes to a clearer understanding of the nature of the relationships involved as they apply to ICT education, and makes comprehensive recommendations to support strengthening the TRIL nexus in ICT education.

A theoretical framework with seven domains of expertise including 131 items associated with technologies and ICT professional knowledge and skills is used to examine the development of ICT in the nation of Myanmar. Data collected from 63 organizations spanning government, education, and private enterprise are analyzed to determine the importance of these items at present and within the next 5 years. The findings are compared with predictions made for technologically developed nations, findings from a previous study in Myanmar, and studies in other developing nations (Thailand and Vietnam). Overall, Myanmar is shown to be at an early stage of development with emphases mainly on the use of ICT for day-to-day operational activities.The findings contribute to filling the void of information available about ICT development in Myanmar and are highly relevant to interested organizations in the public and private sectors that are internal or external to Myanmar. KEYWORDS ICT curriculum, ICT development, ICT expertise, Myanmar | INTRODUCTIONMyanmar is the second largest nation in Southeast Asia with a population of 52.89 million. Myanmar is a lower-middle income nation with a gross domestic product (GDP) of USD 63.225 billion. It is one of the fastest growing economies in the East Asia and Pacific region. The GDP growth rate for 2016-2017 was 6.4% with growth driven mainly by services, industry, and agriculture. However, there is still a challenge in accessing basic infrastructure and services in both rural and urban areas with the national electricity grid available to only one-third of the population. With the liberalization of the telecommunications sector, mobile and Internet penetration has significantly increased by 40% and 15% in the last 2 years (The World Bank, 2018). Although Myanmar has been using ICT since 1981, it is recognized across the globe as the last ICT greenfield nation.Consequently, the progress made in ICT development is in an unplanned manner, and the full potential of ICT in Myanmar is yet to be realized (USAID, 2016). According to Asian Development Bank (2015), the development of ICT in every nation, especially the ASEAN member nations, is vital in facilitating integration to become a single community. According to ITU (2017), Myanmar is in 26th position on the ICT Development Index among 34 Asia and Pacific region nations and 135th among 176 nations in the Network Readiness Index 2017, which measures the capacity of countries to leverage ICT for increased competitiveness and well-being. A 5-year national ICT Master Plan was first developed in 2000 to accelerate the establishment of infrastructure and development of ICT implementation plans. Currently, Myanmar is in the stage of implementing the fourth ICT Master Plan, which focuses on e-governance. Myanmar needs skilled and experienced ICT professionals more than ever.
