Developing an effective adaptive monitoring network to support integrated coastal management in a multiuser nature reserve

Abstract: ABSTRACT. We elaborate the necessary conceptual and strategic elements for developing an effective adaptive monitoring network to support Integrated Coastal Management (ICM) in a multiuser nature reserve in the Dutch Wadden Sea Region. We discuss quality criteria and enabling actions essential to accomplish and sustain monitoring excellence to support ICM. The Wadden Sea Long-Term Ecosystem Research project (WaLTER) was initiated to develop an adaptive monitoring network and online data portal to better unders… Show more

“…In ICZM systems, IEL and UNCLOS may not go beyond coastal and marine environmental protection authorities but are capable of calibrating within various governance mechanisms under multiple governing authorities as networks and collaborations (Powell et al, 2009;Galaz et al, 2012). Adaptivity in governance is a flexible and knowledge-sharing collaboration involving diverse authorities to coordinate the management of ecosystems (Vugteveen et al, 2015). Moreover, collaboration and adaptivity in governance integrate vertically, and polycentricity focuses on horizontal integration for effective implementation Chaffin et al, 2014).…”

“…Such graduate-level students are needed to help better understand the environmental and social consequences of Figure 39. Adaptive management cycle, adapted from Vugteveen et al (2015). The first step in adaptive management is making a plan including clear objectives, key desired outcomes, performance indicators, strategies, and actions.…”

“…To achieve the goals of monitoring, there are 3 general philosophical approaches to designing a program: effects‐based, stressor‐based, and value‐based (see Dubé and Munkittrick ). Indicators based on these varying philosophies are not mutually exclusive but have been described elsewhere as pressure (stressors), state (effects), and benefits (values) indicators (Vugteveen et al ).…”

“…Modern conceptions of both often include adaptive components. These activities have been much improved with several recent discussions of approaches for adaptive monitoring (Vugteveen et al 2015) or related concepts, such as adaptive governance (Chaffin et al 2014). Many, however, tend to blur the roles and activities of management and monitoring (Westgate et al 2013).…”
