In this study, 3-h wind speed data for years 1987-2009 at 10, 20 and 40 m heights have been analyzed for Kurdistan province. Wind energy potential at five stations in this province was investigated. Six types of methods, namely, graphical, empirical, method of moment, energy pattern factor, maximum likelihood and probabilityweighted moments were used to estimate the parameters. The results showed that MOM was an efficient method among others in the present study because it had the lowest value of the Chi-square statistics. Also, wind speed for Tyear return period was estimated. In the annual time scale, the range of shape parameter, k, was between 0.78 and 1.03 whereas the range of the scale parameter, c, was between 1.84 and 4.37 m/s. Also, the most important characteristics of wind energy were evaluated. Among all the stations, Bijar and Zarineh Obato were found to be the best sites for wind energy harnessing. Bijar had the highest value of wind power density at 10 m height, which was equal to 308 W/m 2 . In average, the rank of stations according to 100 years return period was as: (1) Zarineh Obato, (2) Bijar, (3) Ghorveh, (4) Saghez and (5) Sanandaj.

Comparative Study of Different Methods for Estimating Weibull Parameters: A Case Study on Jeju Island, South Korea

On Jeju Island, South Korea, an investigation was conducted to determine the best method for estimating Weibull parameters. Six methods commonly used in many fields of the wind energy industry were reviewed: the empirical, moment, graphical, energy pattern factor, maximum likelihood, and modified maximum likelihood methods. In order to improve the reliability of a research result, five-year actual wind speed data taken from nine sites with various topographical conditions were used for the estimation. Furthermore, the effect of various topographical conditions on the accuracy of the methods was analyzed and 10 bin interval types were applied to determine the most appropriate bin interval based on their performances. Weibull distributions that were estimated using these methods were compared with the observed wind speed distribution. Then the accuracy of each method was evaluated using four accuracy tests. The results showed that of the six methods, the moment method had the best performance regardless of topographical conditions, while the graphical method performed the worst. Additionally, topographical conditions did not affect the accuracy ranking of the methods for estimating the Weibull parameters, while an increase of terrain complexity resulted in an increase of discrepancy between the estimated Weibull distribution and the frequency of the observed wind speed data. In addition, the choice in bin interval greatly affected the accuracy of the graphical method while it did not depend on the accuracy of the modified maximum likelihood method.

ÖZ EVALUATION OF WIND ENERGY POTENTIAL IN HAVZA-SAMSUN, TURKEY ABSTRACTIn this study, the wind potential measurement of the defined region has been carried out by means of a wind tower installed in Havza-Samsun, Turkey. The analyzed wind data have been accumulated and registered from 2014 to 2015 dates in 10 min intervals through the tower of 80 m having three anemometers at 80 m, 78 m, and 57 m. Moreover, other air variables have been taken with the aid of temperature, humidity and pressure transmitters placed at 5 m and 6 m heights of the tower. According to the evaluations, the average wind speed at 80 m tower height has been calculated 4.9 m/s. Also, the average pressure value at 5 m tower height, the temperature value at 5 m tower height, and the humidity value at 6 m tower height have been defined 928.52 hPa, 12.61°C, and 72.14%, respectively. Depending on this data, the energy that can be produced is found in Watts/m 2 for heights of 30 m and 80 m. Finally, the dominant wind direction of the selected region has been determined as the North direction by means of two wind direction transmitters installed at 78 m and 28 m heights. According to the obtained values, it is determined that this selected area is not suitable for large wind turbine investments.
