The city of Semarang has a bearing capacity that varies according to the type of land. The phenomenon of land subsidence also occurs with the length of time that varies according to the load and type of soil. Bearing capacity of the land (BCL) has a relationship with land settlement and duration of decline (DOD). The study has been conducted in Semarang city by taking 448 undisturbed soil samples scattered in the study area. Soil sample analysis have been carried out in the laboratory to obtain the bearing capacity of land, land settlement, and duration of decline. Analysis of data bearing capacity of land, land settlement, and duration of decline were using the correlation-regression method to get the level of correlation between variables quantitatively. The results showed that there is a relationship between bearing capacity of the land to settlement and duration of decline for a type of clay, silt, silt-sand, and sand. In silt soil types, the relationship between the bearing capacity of the land to settlement is classified as low with a contribution of 9% due to inconsistent compressibility coefficient of soil volume (Mv) caused by grain size gradation, there are gaps and thickness of the potential sinking layer (deformation) is heterogenous. Also on sand silt soil types, the relationship between settlement and duration of decline has a very low level of correlation with a contribution of 9% due to the consolidation coefficient (Cv) is inconsistent because the mass density of sand material is heterogenous.

Progress or Regress? A Systematic Review on Two Decades of Monitoring and Addressing Land Subsidence Hazards in Semarang City

Land subsidence is a major cause of environmental degradation. It increases the exposure of global sea level rise-related disasters in coastal cities lying on young sediment. Ample monitoring, adaptation, and mitigation measures have been taken to tackle the impact of such coastal hazards for decades in Semarang City. However, to date, land subsidence still has a negative impact on people’s quality of life. This brings us to the question of whether the measures are progressing towards better management or going to the opposite side. This paper is aimed to answer that question through an extensive literature review using PRISMA Guidelines to 125 scholarly articles and quantitative supporting analysis. We found that land subsidence is overlooked. Although the monitoring measures are progressing towards better technology utilization, it was not properly integrated into mitigation and adaptation measures. Instead of investing more on developing better urban water management, groundwater extraction still became the preferred water source. Thus, there is a major shift needed with regard to urban activities that need to pay more heed to the environment.

The object of this article is the drinking water infrastructure (DWI), a critical societal infrastructure. To make effective decisions it is important to characterise and understand the complexity of DWI systems. DWI systems can be seen as a system of systems, consisting of the social-ecological system and the social-technical system. The social-ecological system determines the location and seize of the water resources, while the social-technical system is about the technical infrastructure. The two systems with different characteristics must align to work effective together in the DWI system. The tension between different lifecycles of the assets and dynamic changes in both systems, the time of change, is important to take into account. The SoPhyTech infra framework was developed based on the two systems and time of change. The advantages of applying the SoPhyTech infra framework is studied in a case comparing two very different DWI systems: Indonesia (Semarang) and the Netherlands (Vitens). The SoPhyTech infra framework was shown to be effective for characterising a DWI system with different interacting lifecycles in different systems and it is expected that it also can be used to characterise other infrastructure systems.
