The present work examines the standard of living among the Polish municipalities of the Euroregion Baltic—an institution engaged in cross-border cooperation which is striving to improve the standard of living in border areas. The time span of the study extended to the first full year after Poland’s EU accession (2004), and to the 15th anniversary of the accession and the 20th anniversary of the establishment of the Euroregion Baltic (2019 in both cases). All 38 Polish municipalities (NUTS 5) of the Euroregion were covered by the study. Using a synthetic index of standard of living based on Hellwig’s development pattern method, the municipalities were grouped into four classes according to their index value. Hierarchical methods were used to identify which municipalities had the most similar standards of living. The highest standard of living was recorded for the small, tourism-oriented town of Jastarnia and for strong urban centers (Gdańsk, Gdynia, Olsztyn, and Elbląg). Rural municipalities, especially those situated near the Polish-Russian border (Kaliningrad Oblast), had lower standards of living. The results show a progressing polarization in the standard of living, manifested by a widening gap between first-class municipalities and the other classes. This stratification was attributed to multiple factors, including the endogenous potential of the communities.

Polish municipalities have the competence to initiate and guide own socio-economic development. Local public investment is a particularly important factor that supports the development of every municipality. However, local public investment depends on several conditions, including the current socio-economic status of a municipality, which in turn is influenced by the municipality's investment activity. The investment activity pursued by municipalities, as suggested by many authors, is of special importance in the development of municipalities situated in both socially and economically less developed areas, such as Eastern Poland. The purpose of this study has been to identify the determinants of investment activity carried out by municipalities situated in the provinces of Eastern Poland, in the context of local socio-economic development and the efficiency of local governments, and to assess the strength and direction of relationships between these determinants and the investment activity of municipalities. A multiple linear regression method was chosen to identify determinants of investment activity, as it enables the user to assess the presence of a relationship between a response (dependent) variable and explanatory (independent) variables as well as the strength and direction of such relationships. The time period for most of the analysed variables spanned the years from 2004 to 2020, and the territorial scope was composed of municipalities located in the Polish provinces: Lubelskie, Podkarpackie, Podlaskie, Świętokrzyskie and Warmińsko-Mazurskie. The study confirmed that the investment activity of municipalities depends on factors involved in local socio-economic development. Among these factors, the ones that play a significant role in the municipalities situated in Eastern Poland's provinces are demographic issues, especially internal migrations, economic activity, unemployment and other budget expenses which are competitive to investment outlays, for example expenditure on education and upbringing, or on social welfare. The factors mentioned above implicate the areas worthy special attention of local authorities for the sake of attaining improved socio-economic development of a given area.

Differentiation Factors of the Debt Situation in Russian Urban Okrugs with over 100 000 Residents in 2015–2020

This article analyzes the debt standing of 189 Russian urban okrugs with over 100 000 residents and the factors that define the differences in the debt situation among these urban okrugs. The study was conducted using the municipal debt size and structure indices contained on official websites of local administrative bodies, as well as the data on local fiscal revenue and expenditures from Rosstat’s database of municipal bodies. The results of the analysis show that urban okrugs with a larger population suffer from a higher debt burden on their budgets: the worst debt standing is characteristic of million-plus urban okrugs and other major regional centers. At the same time, there is no explicit dependence of the debt indicators on the fiscal situation and the level of economic development. This dependence is violated by the impact of other institutional conditions, including features of the federal and regional fiscal policies, social assistance of large businesses and other reasons. According to the analysis of the purposes of municipal loans to the studied urban okrugs, there are very few cases in which the debt is taken for the implementation of urban development projects. In Russia, the market for municipal bonds, which are a widespread phenomenon abroad, remains undeveloped as well as other new ways of reducing municipal debt burdens. All of this generates a negative forecast of the budget and financial standing of the largest centers for the next several years and again proves the acute need for reconsidering the fiscal and tax policy and the system of distributing powers at the local level.
