The paper presents a methodological proposal in the form of a framework for redesigning informal settlements based on Low-impact Design and Development methodology. It involves the management of rainwater through the implementation of urban infrastructure on local scale in a decentralized and collaborative manner. It served as an object of study the region of Baixada de Jacarepagua, a vector of expansion of the city of Rio de Janeiro. The proposed framework adopts Action-Research methodology. The stages envisaged in the framework are: (i) initial, which involves approaching the community, establishing bonds and setting up a management group, (ii) diagnosis, and (iii) project. The application of the framework is demonstrated by means of a case study of the community, which typifies the slums in areas of marshland and the peripheral urban landscape. It is believed that this framework can guide the urban redesign of other communities within the perspective of sustainable development.

R E S U M O O aumento de áreas impermeabilizadas nas bacias urbanas pode ser responsável por alterações significativas no escoamento podendo impactar os sistemas de drenagem urbana por inundações cada vez maiores e mais frequentes. Para a quantificação do escoamento devido a uma dada chuva sobre uma bacia urbana, podem ser utilizados modelos chuva-vazão os quais necessitam, dentre outros dados, do percentual de impermeabilização da bacia. Para a determinação deste percentual faz-se necessário o uso de sistemas de informação geográfica (SIG). Estes oferecem recursos de aquisição, tratamento e processamento de dados com base em imagens aéreas e de sensores remotos. Utilizando-se geotecnologias modernas, foi estabelecida neste trabalho uma relação entre a taxa de impermeabilização e a densidade populacional, tomando-se como base imagens multiespectrais do satélite Quickbird, contemplando áreas da cidade de Aracaju e dados do censo demográfico do IBGE. Para tanto, efetuou-se a classificação da imagem e a partir desta, determinou-se a taxa de impermeabilização de áreas da cidade onde se sabe que o adensamento populacional tem crescido nos últimos anos. Tais taxas de impermeabilização foram empregadas no modelo chuva-vazão IPHS1 para simular a vazão de pico de acordo com a densidade populacional e o grau de impermeabilização. Como resultado, a taxa média de impermeabilidade encontrada foi de 75,8%, que é alta podendo quase duplicar a magnitude das cheias na região dependendo do período de retorno, fato constatado através das simulações hidrológicas com um aumento de 110% na vazão de pico para um aumento de 133,8% na densidade populacional em um bairro avaliado. To quantify the direct runoff due to rainfall on a given watershed, rainfall-runoff models have been used. However, they require specific data such as the percentage of impervious area of a watershed. Geographic information systems (GIS), which is based on aerial images and remote sensing data, is capable of identifying and quantifying the types of land uses and its percentage. In this work the relation between the population density and rate of area impermeabilized was established using multispectral images from Quickbird satellite covering the city of Aracaju and also the census data of the city. After the image classification the rate of impervious area for a given census sector was determined.
