We introduce this special issue on Benjamin Gregg's recent theory of a human rights state by contextualising it within current human rights scholarship and explicating its core claims, before we provide an overview of the eight contributions. We argue that the concept of a human rights state addresses two interrelated problems within human rights research by bridging the significant disconnect in the literature between human rights theory and practice. First, it conceives human rights as socially constructed norms whose reach and validity are historically contingent, depending on their free embrace and effective implementation by their local addressees. In this way it dispenses with the ever fruitless, even counterproductive attempts to advance human rights by claims about their putative, ultimate normative foundation. Second, it overcomes the limitations and failures of the top-down, generally unenforceable international human rights regime with a bottom-up alternative: the human rights state as a metaphorical polity in which activists promote human rightsfriendly change within the corresponding nation state. In each case of such a metaphorical polity, a network of self-selected activists within the nation state promotes the free embrace of self-authored human rights through incorporating those rights in the nation state's legal and political system. Subsequently, aspirations to an international human rights law would finally be redeemed as effective norms through the overlapping agreement among more and more political communities that have freely embraced their self-authored human rights and institutionalised them at local levels.

Bu araştırmanın amacı, Web of Science Core Collection veri tabanında, eğitim araştırmaları kategorisinde yer alan vatandaşlık/yurttaşlık eğitimi üzerine yayımlanmış makalelerin bibliyometrik analizini gerçekleştirmektir. Bibliyometrik araştırmalar, belirli bir bilim alanında ya da konu alanında gerçekleştirilen araştırmaların genel çerçevesini ortaya koymaktadır. Bu araştırma betimsel tarama modelinde gerçekleştirilmiştir. Web of Science veri tabanında araştırmanın amacı doğrultusunda belirli sınırlamalar ile elde edilen araştırmalar "txt" dosyası olarak indirilmiştir. Veriler, açık kaynak kodlu bir istatistik programı olan R programında bulunan R-Studio programlama dilinde "bibliometrix" paketi kullanılarak analiz edilmiştir. Gerçekleştirilen analizler sonucunda; Web of Science veri tabanında vatandaşlık eğitimine yönelik en fazla makale üreten ilk üç ülkenin ABD, Birleşik Krallık ve İspanya, işbirliğine en açık ülkelerin ise İspanya ve Birleşik Krallık olduğu tespit edilmiştir. Vatandaşlık eğitimi araştırmalarına yönelik h-indeksi en yüksek olan yazarların Ian Davies ve Audrey Osler olduğu belirlenmiştir. Bu konudaki makalelerin en fazla yayımlandığı ilk üç derginin "Journal of Curriculum Studies", "Theroy and Research in Social Education" ve "Education Citizenship and Social Justice" olduğu tespit edilmiştir. Güncel eğilimler incelendiğinde ise vatandaşlık eğitimi alanında dijital vatandaşlık, eleştirel vatandaşlık, kimlik, eleştirel pedagoji, ırkçılık ve adaletsizlik gibi anahtar kelimelere yoğun ilgi duyulduğu sonucuna varılmıştır. Bu araştırmanın vatandaşlık eğitimi alanında araştırma yapmayı planlayan araştırmacılar için kapsamlı bir projeksiyon sunacağı düşünülmektedir.

En la Latinoamérica contemporánea, el significado asimétrico otorgado a las dimensiones de la democracia por los regímenes de cada país, configura la implementación de políticas públicas que se expresan en el amparo o vulneración de los Derechos Fundamentales y Sociales. El objetivo de este trabajo fue realizar una aproximación al estado de los Derechos Fundamentales y Sociales, desde la perspectiva de Dahl (2009) sobre los niveles de democracia identificables en los regímenes latinoamericanos 2017-2019. Enesencia, el diseño y aplicación que se socializa es de una metodología de revisión y análisis documental. En ese contexto, el continente latinoamericano transita por una etapa de desarrollo asimétrico de los procesos democráticos observándose polarizaciones, desde Estados con altos niveles de democracia como Uruguay, Costa Rica y Chile, hasta Estados autoritarios como Nicaragua, Venezuela y Cuba. El estudio encontró que las estructuras ideacionales de los regímenes dominantes, configuran teleologías propias de la Presidencia y su entorno, que inciden sobre las dimensiones e indicadores de la democracia, y, en el ejercicio de los derechos Fundamentales y Sociales. Concluye que la modalidad de regímenes configura niveles de democratización que se expresan en el amparo o vulneración de Derechos Fundamentales y Sociales. En el caso de los autoritarismos se observa la replicación de estrategias institucionales de minimización en el ejercicio de derechos políticos de hecho, fundamentado en estructuras ideacionalesque permean los valores democráticos y tergiversan las dimensiones e indicadores de la democracia.
