Decentralization is expected to reduce poverty. Through fiscal decentralization, poverty may be reduced by optimizing intergovernmental grants. However, its effect on poverty is beginning to be questioned after some districts in Indonesia showed slowing performance on poverty reduction despite increasing transfer. Thus, this paper tends to investigate the linkage of intergovernmental transfer (IT) and poverty in Indonesia. By using panel data from 2005 to 2013, the linkage is tested using linear regression model. The result shows that increasing 1% of IT allocation will reduce poverty absolute by 0.12%, or 10% increase of IT will reduce poverty by 1.24%. The intergovernmental transfer also directly affects poverty gap and poverty rate. Increasing 10% of IT will reduce the poverty gap and poverty rate by 9.49% and 31.73%, respectively. Moreover, DAU (unconditional intergovernmental transfer) has a higher effect than DAK (conditional intergovernmental transfer) on poverty eradication. An increase of DAU by 1% will reduce the poverty number by 0.068%, in contrast, DAK only has 0.0418% to reduce poverty. However, as the difference is relatively small, the effectiveness of DAU on poverty is not consistent with the decentralization theory. Unconditional grant must have a significant difference than conditional grant on poverty. It may indicate that the DAU has been spent ineffectively and inefficiently. It may also indicate that it has been spent on not pro-poor policies. Thus, fiscal decentralization in Indonesia needs to be reevaluated in order to support poverty alleviation program.

Resumen:1 La descentralización se ha convertido en los últimos años en una de las formas de explicar los procesos de desarrollo regional, participación ciudadana, gestión territorial, entre otras. La descentralización hoy asume una importancia para consolidar mejores desempeños de los gobiernos subnacionales y empoderamientos de las sociedades regionales en la gestión de sus territorios. El presente artículo realiza una revisión bibliográfica sobre las actuales tendencias en descentralización, y la relación con las capacidades de los gobiernos subnacionales y de los territorios. Se enuncian aspectos conceptuales, teóricos y experiencias, finalizando con una síntesis de los principales estudios e investigaciones que explican la realidad en América Latina y Chile, sobre los niveles descentralización desde una perspectiva de las capacidades subnacionales. Por último, se enuncian conclusiones y líneas de investigación que puedan ser exploradas, vinculadas con la complementariedad y el arraigo social de los territorios para la implementación de procesos de descentralización.Palabras clave: descentralización, capacidades, territorio, gobiernos subnacionales. Capacities for the implementation of decentralization processes in subnational territories: a theoretical and empirical approximationAbstract: In recent years, decentralization has become one of several factors used to explain regional development, citizen participation and territorial management processes. Today, decentralization assumes an important role in consolidating the improved performance of subnational governments and in the empowerment of regional societies to manage their territories. This article presents a bibliographic review of current decentralization tendencies and the relationship with the capacities of subnational governments and territories. Conceptual and theoretical aspects and experiences are outlined, followed by a synthesis of the main studies and research work on Latin American and Chilean realities in terms of decentralization levels, from the perspective of subnational capacities. Finally, conclusions and possible future lines of research linked to complementarity and territorial social roots are outlined, to aid implementation of decentralization processes.
