This paper presents the results of an efficiency study of Colombian public universities in 2012, conducted using the methodology of Data Envelopment Analysis (DEA) and the models CCR, BCC and SBM under output orientation. The main objective is to determine technical, pure technical, scale and mix efficiencies using data acquired from the Ministry of National Education. An analysis of the results shows the extent to which outputs of inefficient Higher Education Institutions (HEIs) could be improved and the possible cause of this inefficiency. The universities were also ranked using a Pareto efficient cross-efficiency model and a study was made of changes to overall productivity between 2011 and 2012. The results showed Tolima, Caldas and UNAD to be the best-performing universities, with Universidad del Pacífico as the worst performer.Malmquist index was applied to analyze the change in productivity from

Abstract:The cross-efficiency method, as a Data Envelopment Analysis (DEA) extension, calculates the cross efficiency of each decision making unit (DMU) using the weights of all decision making units (DMUs). The major advantage of the cross-efficiency method is that it can provide a complete ranking for all DMUs. In addition, the cross-efficiency method could eliminate unrealistic weight results. However, the existing cross-efficiency methods only evaluate the relative efficiencies of a set of DMUs with exact values of inputs and outputs. If the input or output data of DMUs are imprecise, such as the interval data, the existing methods fail to assess the efficiencies of these DMUs. To address this issue, we propose the introduction of Shannon entropy into the cross-efficiency method. In the proposed model, intervals of all cross-efficiency values are firstly obtained by the interval cross-efficiency method. Then, a distance entropy model is proposed to obtain the weights of interval efficiency. Finally, all alternatives are ranked by their relative Euclidean distance from the positive solution.

With people's increasing attention to public health issues, biomedical enterprises have ushered in a good development opportunity. However, the rapid expansion of industrial scale makes the contradiction between enterprise development and environmental governance gradually emerge. This requires us to form a set of perfect environmental efficiency evaluation framework to make the evaluation of environmental development efficiency of pharmaceutical companies more objective and accurate. At present, many literatures on environmental efficiency assessment in the fields of green finance ignore the bias in comparison between different companies due to factors such as competition or resource allocation. At the same time, the existing studies lack the influence of disturbance factors on the output of efficiency evaluation data. Based on the sustainable development report of Shanghai Pharmaceutical as the research background, this study establishes an efficiency evaluation framework, which mainly includes three parts: (1) data preprocessing. Establish efficiency evaluation standard framework according to research background, collect relevant data, and process the data. (2) Calculate the game cross‐efficiency DEA model. We calculate the efficiency considering the game situation and compared with the efficiency calculated by the traditional DEA model. (3) Three different scenarios in robust optimization are introduced to reduce the uncertainty in efficiency evaluation. This paper uses the efficiency evaluation framework to evaluate the environmental efficiency of 13 pharmaceutical companies and finally gives policy recommendations.
