European Union (EU) environmental policy can only work in practice when it is implemented by and within the member states. Yet, despite its importance, we still lack a solid and cumulative understanding of the practical implementation of EU environmental policies, mainly because of the dominance of case‐specific empirical insights and the dichotomous conceptualization of compliant implementation. This paper proposes a conceptual framework for analysing implementation performance, which is built around three dimensions: substance, scope and effort. The framework's relevance and analytical quality are substantiated by a systematic review of empirical studies on practical implementation of 18 EU environmental directives. We find evidence of three types of knowledge deficits: there is neglect of the ‘scope’ and ‘effort’ dimensions of implementation; disproportionate attention to the Water Framework Directive, and the Northern and Western European member states. The proposed conceptual framework aims to inform future research on EU environmental implementation. © 2017 The Authors. This paper seeks to examine India's role in the politics of a specific climate change mitigation policy called "Reducing emissions from deforestation and forest degradation, and enhancing forest carbon stocks in developing countries (REDD+)". It explores India's strategic behaviour towards the development of REDD policy. The paper argues that India had pushed for the remodelling of the global REDD negotiations by expanding its scope to conservation activities, which entails more direct benefits for India. This is largely due to differences in India's rates of forest cover and deforestation as compared to high forest -high deforestation countries such as Brazil and Indonesia. To substantiate its argument, the paper uses the main underpinnings of relative gains theory in international relations and applies them toward interpreting India's behaviour in negotiating REDD+ at global level. Further, the paper analyses the Indian strategies used to remodel the REDD mechanism using insights from soft power theory and its more recent amendments. Thematic analysis of the REDD-relevant documents as well as exploratory expert interviews have been employed for showing India's proactive role in the politics of REDD+. It is concluded that India indeed played a central role in critical past decisions, which lead to re-shaping REDD due to relative gains concerns and mainly by means of soft power strategies.

Wir argumentieren, dass das Pfadabhängigkeitskonzept des historischen Institutionalismus ein geeigneter Ansatz zur Integration des Top‐down‐ und des Bottom‐up‐Ansatzes der Mehrebenenvollzugsforschung darstellt. Unser Testfall ist die Umsetzung der Nationalen Strategie Palliative Care in den Kantonen. Mittels deskriptiver quantitativer Nachzeichnung und dreier Fallstudien wird die Pfadabhängigkeitshypothese untersucht, dass sich die Palliativversorgung in den Kantonen entlang von Pfaden entwickelt, die durch spezialisierte stationäre Einrichtungen vorgegeben werden, und dass es dem Bund kaum gelingt, diese anhand der Nationalen Strategie Palliative Care zu durchbrechen. Die Empirie bestätigt die Annahme des historischen Institutionalismus, dass positive Rückkopplungen zu Pfadabhängigkeiten führen und dadurch eine Anpassung der Institutionen an die sich wandelnde Umwelt erschwert wird, wobei sich in den Fallstudien unterschiedliche Formen positiver Rückkoppelung mit unterschiedlichen Wirkmechanismen äussern. Spezialisierte stationäre Einrichtungen können als jene Institutionen gewertet werden, die die Entwicklungspfade der Palliative Care und somit das Versorgungsarrangement in den Kantonen prägen. In Bezug auf den Einfluss des Bundes hingegen lässt sich kein allgemeingültiges Fazit ziehen. Vielmehr zeigen die Fallstudien die unterschiedliche Bedeutung kantonaler Pfade, die durch die drei Formen positiver Rückkoppelung theoretisiert werden können.
