Abstract: In 1934 Stalin declared that the USSR had achieved socialism and Soviet leaders sought stability in the new socialist state. A key aspect of creating stability was communist upbringing, the Komsomol’s new program for raising youth that shifted the main goal of youth activism from workplace norm fulfilment to character building in schools and sports.
