This study analyzes slum journalism in the British provincial press and reveals that it continued to be a major theme until well into the twentieth century. Instead of the rather moralizing reporting of the earlier nineteenth century, this journalism used the device of civic shame to pressurize local government into taking action on slums as a matter of public health. It examines the discourses that resulted from civic shame in two newspapers—the Manchester Guardian and the Birmingham Daily Gazette—and challenges the idea that interest in reporting local political matters decreased during this period. Civic shame is shown to work in two ways—offering detailed vignettes of aspects of slum life based on personal observation and showing (some) slum-dwellers as worthy of better living conditions, and blaming the local authority directly for failing to address the problem. In this way, later slum writing sought to appeal directly to the reader not just to impart facts but to stimulate empathy and to develop a desire for action. Such in-depth studies of a particular social issue sought to address the local authorities directly, to apportion blame and to use slum writing as a tool for social action.

This article investigates the relationship between the television industry and participatory audiences through a rhetoric of empowerment that frames audience engagement in particular ways. I focus on how contests based on the creation of user-generated content are utilized in the industry–audience relationship; here my primary case studies are the use of user-generated video contests for Late Night with Jimmy Fallon and The Office. I explore how these shows try to produce and harness the activity of participatory audiences. Further, I argue that an emphasis on understanding the regimes of value for participants is key to understanding these experiments in digital audience retention.

From the nineteenth century onwards, municipal authorities vested increasing amounts of power in experts, those who could provide specialist knowledge on areas outside the remit of local councillors. This, though, was attached with risk, as municipal resources could be wasted. This article takes the example of the Ure Valley waterworks project, a scheme developed by Leeds Corporation at the start of the twentieth century. What was deemed a necessary and straightforward project to alleviate future water shortages became embroiled in engineering difficulties and financial issues which resulted in only one of the five planned reservoirs being built. This case-study shines a light on the inner workings of local government, as well as the confluence between politics, economics and the urban–rural hinterland environment.
