Offshore wind turbine technology is moving forward as a cleaner alternative to the fossil fuelled power production. However, there are a number of challenges in offshore; wind turbines are subject to different loads that are not often experienced onshore and more importantly challenging wind and wave conditions limit the operability of the vessels needed to access offshore wind farms. As the power generation capacity improves constantly, advanced planning of Operation and Maintenance (O&M)activities, which supports the developers in achieving reduced downtime, optimised availability and maximised revenue, has gained vital importance. In this context, the focus of this research is the investigation of the most cost-effective approach to allocate O&M resources which may include helicopter, crew transfer vessels, offshore access vessels, and jack-up vessels. This target is achieved through the implementation of a time domain Monte-Carlo simulation approach which includes analysis of environmental conditions (wind speed, wave height, and wave period), operational analysis of transportation systems, investigation of failures (type and frequency), and simulation of repairs. The developed methodology highlights how the O&M fleets can be operated in a cost-effective manner in order to support associated day-to-day O&M activities and sustain continuous power production

Abstract. With the growth of the floating wind industry, new Operation & Maintenance (O&M) research has emerged evaluating tow-to-port strategies (Offshore Wind Innovation Hub, 2020) but limited work has been done on analysing other logistical strategies for offshore floating wind farms. In particular, what logistical solutions are the best for farms located far offshore, that cannot be reached by crew transfer vessels (CTVs)? Previous studies have looked at the use of Surface Effect Ships (SES) and CTVs during the Operation and Maintenance (O&M) of fixed wind farms but only some of them included Service Operation Vessels (SOV). This study analyses two strategies that could be used for floating wind farms located far from shore using ORE Catapult’s in-house O&M simulation tool. One strategy comprises of having a SOV performing most of the maintenance on the wind farm and the other strategy uses an Offshore Maintenance Base (OMB) instead which would be located next to the offshore substation and would accommodate three CTVs. This paper provides an overview of the tool and the inputs used to run it, including failure rates of floating wind turbine subsea components and their replacement costs. In total six types of simulations were run with two strategies, two different weather limits for CTVs and two weather datasets ERA5 and ERA20C. The results of this study show that the Operational Expenditure (OPEX) costs for the strategy with an OMB are 5–8 % (depending on the inputs) lower that with SOV but if Capital Expenditure (CAPEX) costs are included in the analysis and the Net Present Value (NPV) is taken into account then the fixed costs associated with building the offshore maintenance base have a significant impact on selecting a preferred strategy. It was found that for the case study presented in this paper the OMB would have to share the foundation with a substation in order to be cost competitive with the SOV strategy.

This paper considers the technical and practical challenges involved in modelling emerging engineering problems. The inherent uncertainty and potential for change in operating environment and procedures adds significant complexity to the model development process. This is demonstrated by considering the development of a model to quantify the uncertainty associated with the influence of the wind and wave climate on the energy output of offshore wind farms which may result in sub-optimal operating decisions and site selection due to the competing influence of wind speed on power production and wave conditions on availability. The financial profitability of current and future projects may be threatened if climate uncertainty is not included in the planning and operational decision making process. A comprehensive climate and wind farm operational model was developed using a time series Monte Carlo simulation to model the performance of offshore wind farms, identifying non-linear relationships between climate, availability, energy output and capacity factor. This model was evaluated by engineers planning upcoming offshore wind farms to determine its usefulness for supporting operational decision making. From this, new consideration was given to the challenges in developing and applying complex simulations for emerging engineering problems.
