“…As a result, the local administrative structures initiate the setting up of cooperatives, organizing information and consulting services for them, and granting them a financial support. However, the retrospective analysis of cooperative practices has shown, that in Russia on general and in the Kurgan Region in particular, the progressive efforts of the government in terms of increasing cooperation support in most agricultural regions indicates low effectiveness [1].
