Contextualizing Police Use of Force and Black Vulnerability: A Response to Whitesel

Abstract: Whitesel () argues that racialized stereotypes about black bodies were used as foundations for the killing and subsequent character assassinations of Eleanor Bumpurs and Eric Garner. In response to Whitesel, I offer several points to expand on the arguments raised, as well as some critiques that should enhance future research on policing and state‐sanctioned violence.

“…Scholars have focused on how a culture of impunity directs violence against marginal subjects, normalizing their deaths to advance the necropolitics of the state (Mbembe, 2003;Wright, 2011). The operation of sovereign power intersects with structural violence to construct unequal life chances for marginal subjects (Hitchens, 2017;Mbembe, 2003). We add to these conversations about the intersection of neoliberalism and necropolitics in public health by indicating that public health violence is related to a language of war that structures a state of exception with respect to the health-related crisis.…”

“…Still, no information was made available to his wife about his death. The Dalit patient’s death in the hospital shows how “structural violence is the systemic harm embedded in the socio-economic structure of society, creating unequal power and life chances” (Hitchens, 2017: 437). The disposability of the Dalit patient’s life is related to his wife’s precariousness as she has to search for a means of livelihood to protect her children from starvation and hunger.…”

“…Depression, post-traumatic stress disorder (PTSD) and suicidal behaviour are often found in police officers, particularly those who have spent many years in the force. 5 Many police officers become traumatised as they witness community violence, motor vehicle accidents and shootings, some of which have taken the life of their peers. 3,6,7 Stress among the SAPS officers has led to an increase in police brutality.…”
