In the current digital era, archive management plays a strategic role in ensuring the efficiency and effectiveness of public services, especially in the licensing sector. Challenges in archival systems that are not yet integrated and limited access to information are the main obstacles to a fast and accurate licensing process. Optimizing archives is needed to support transparency, and accountability and improve the quality of public services. This research aims to examine the strategic role of archives in public services in the licensing sector and identify archive management strategies to support the efficiency of the licensing process. A descriptive qualitative approach was used in this research, with data obtained from relevant literature studies and interviews with archival practitioners. The conclusion of this research shows that effective and integrated archive management is the main key to speeding up the licensing process and improving the quality of public services. Digitization of archives and the application of information technology has been proven to increase information accessibility and operational efficiency. Apart from that, standardization of records management and human resource training are important factors in increasing competence in modern records management. Cooperation between agencies is also needed to ensure the effective integration of archival systems. Thus, optimizing archives has great potential to support the transformation of public services that are more responsive and quality.

State-owned enterprises (SOEs) have a strategic position as architects of public services, balancing large private powers, helping to foster small businesses or cooperatives, and a considerable basis of state revenue in numerous forms of taxes and dividends. For Indonesia to compete in the global market, its economic actors (private sector, SOEs, and cooperatives) must amplify their performance. This paper aims to explore the factors affecting performance excellence in Indonesian SOEs, namely business environment and innovation capability through business strategy. Data were obtained from questionnaires distributed to 100 directors/managers representing SOEs in 12 clusters. The partial least squares structural equation modeling (PLS-SEM) procedures were operated to evaluate the path coefficients and identify the pivotal factors of each construct using SmartPLS. The results exhibited that the business environment (β = 0.357, p &lt; 0.05) and innovation capability (β = 0.518, p &lt; 0.05) positively and significantly affected Indonesian SOEs’ business strategy. Meanwhile, business environment (β = 0.263, p &lt; 0.05), innovation capability (β = 0.273, p &lt; 0.05), and business strategy (β = 0.459, p &lt; 0.05) positively and significantly affected SOEs performance excellence. Moreover, business strategies can partially mediate the effect of the business environment (β = 0.164, p &lt; 0.05) and innovation capability (β = 0.238, p &lt; 0.05) on performance excellence. An important implication of this study is that to maintain and improve performance excellence, SOEs must first focus on the capability of innovation to initiate the implementation of business strategies by constantly addressing the business environment.

The study aims to identify and describe the theory of economic development according to the thinking of Indonesia Raya Incorporated (IRI) in managing the interest of natural resources included in strategic economic resources. This study used a qualitative method through a grounded theory approach with constructivism and criticism as the interpretation approach. The data collected through the Focus Group Discussion (FGD) technique was processed using a componential analysis approach. The study results reveal the content of the main variables of economic development, namely the role and function of the government and state enterprises, namely State-Owned Enterprises (SOEs) and Regional-Owned Enterprises (ROEs), related to the potential of managing natural resources and other strategic economic resources which are determinants of the economic strata of population or for improving the welfare of the people. These novel findings highlights the significance of natural resource governance and strategic economy, namely the IRI’s perspective on economic development. The theory and conception contribute to deepening knowledge previously proposed in IRI and Murakabi economics. So, this knowledge has implications for natural resources management practices by the government and corporate strategies within the body of SOEs and ROEs in Indonesia and the global world. This includes the possibility of strategies for national and multinational private companies whose main business positions are based on natural resources and strategic economics.
