The International Initiative for Impact Evaluation (3ie) is an international grant-making nongovernmental organisation promoting evidence-informed development policies and programmes. We are the global leader in funding and producing high-quality evidence of what works, for whom, why and at what cost. We believe that better and policy-relevant evidence will help make development more effective and improve people's lives. 3ie scoping papers 3ie develops its thematic grant programmes in a particular development area or sector through an organised scoping process. This multifaceted exercise helps ensure that new windows address priorities for evidence production where evidence is limited and gaps have been identified. 3ie scopes the demand for evidence through consultation with potential users, including policymakers, programme managers, researchers and civil society. Scoping exercises usually include producing an evidence map of interventions and outcomes of included studies and reviews. This aids identification of where more or better evidence is needed and where evidence is sufficient for producing systematic reviews. Other scoping can include reviewing existing programming and funding. The results include priority questions for which there is demand for answers. Scoping papers consolidate this information into a justification for what a thematic grant programme will address. About this paper3ie conducted scoping work on adolescent sexual and reproductive health to assess evidence on the effectiveness of related programmes in low-and middle-income countries, and to identify priorities for funding new 3ie impact evaluations and systematic reviews in this area. An evidence gap map is reported in this paper, and is also available in the 3ie Evidence Gap Map Report series, Adolescent sexual and reproductive health: an evidence gap map. An interactive version of the map is available on the 3ie website. Impact of Two Adolescent Pregnancy Prevention Interventions on Risky Sexual Behavior: A Three-Arm Cluster Randomized Control Trial

Objectives. To test the efficacy of Reducing the Risk (RTR) and Love Notes (LN) on reducing risky sexual behavior among youths yet to experience or cause a pregnancy. Methods. The four dependent variables were ever had sex, condom use, birth control use, and number of sexual partners at 3- and 6-month follow-up in a 3-arm cluster randomized controlled trial of 1448 impoverished youths, aged 14 to 19 years, in 23 community-based organizations in Louisville, Kentucky, from September 2011 through March 2014. Results. At 3 and 6 months, compared with the control condition, youths in RTR reported fewer sexual partners and greater use of birth control. At 6 months, LN participants reported greater use of birth control and condoms, fewer sexual partners, and were less likely to have ever had sex compared with the control condition. Conclusions. We provided additional evidence for the continued efficacy of RTR and the first rigorous study of LN, which embeds sex education into a larger curriculum on healthy relationships and violence prevention.

Purpose Assess the context of psychological distress, violence, and substance use among African‐ and Mexican‐American adolescent women with a history of STI, violence, or high sexual risk behavior. These adolescents experience multiple health disparities, limited access to care, and are at particularly high risk of adverse sexual health outcomes. The results will inform sexual health promotion interventions provided by advanced practice nurses in primary care–based settings for women experiencing these disparities. Methods Analysis of self‐report data obtained at study entry from African‐ and Mexican‐American adolescent women (n = 559) enrolled in a randomized trial of a behavioral intervention for sexual risk reduction. Conclusions High levels of psychological distress, sexual risk behavior, sexually transmitted infection (STI), personal and friend/peer substance use, alcohol use, and violence were reported by women at study entry. Analyses found that STI, physical violence, and substance‐using friends were twice as likely associated with personal substance use. Alcohol users were five times more likely to use other substances. Mexican Americans were three times more likely than African Americans to use substances. Implications for practice Recommendation is made for integration of multicomponent sexual health promotion interventions as advanced practice nurse provider services addressing these health disparities within primary care–based settings.
