Today, interesting and important interconnections have been made that promise great leaps forward for innovation systems and entrepreneurial ecosystemsespecially operating at the regional or sub-national level of the space economy. Of course, there are politics in such relationships. Most notable are those that are critical of anything that "interferes" with market hegemony (neoliberal bias) which has weakened commitments such as those pioneered in South Korea in the early years of the twenty-first century, later to be followed by numerous Scandinavian policy experiments (Denmark, Norway and Sweden) as well as austerity policy to enlarge regional governance spaces, as in Germany and France (not to mention the dismantling in 2010 of Anglo-regional governance in the UK). Meanwhile, however, it can be seen that good progress in regional innovation policy and entrepreneurial accomplishment at regional level proceeds apace. This is known as the "co-operative bias" in contemporary political economy. Entrepreneurial ecosystems and regional innovation systems are excellent examples of "generative growth" mechanisms (floated in Cooke, P, Generative Growth, Knowledge Economies and Sustainable Development: implications for Regional Foresight Policy, 2002) as a counter to Romer-style individualistic endogenous growth theory. The paper explores the virtues of variety against those of linearity in innovation and entrepreneurial ecosystems in exemplary empirical instances.

Re-distributed manufacturing (RDM), broadly described as manufacturing done at a smaller-scale and locally, could be beneficial to business and urban society through creating jobs, reducing the environmental impacts of production, and improving resilience to future disturbances. Consideration of RDM within a city-region requires the consideration of a wide range of issuessocietal, technical, economic, and environmental. This paper presents the results of a study into the potential for RDM to contribute to a sustainable, resilient city in the face of a range of expected future disturbances on the city and on manufacturing sectors. The study took an integrated assessment approach which incorporated the development of a conceptual framework; a "strawman" causal loop diagram which was reviewed by participants in a workshop; and a stock and flow system dynamics model that represents our understanding about the structure and behaviour of urban manufacturing. Several key themes emerged: similarities between RDM and traditional manufacturing, availability of physical space for RDM to be done, achieving urban resilience through RDM by enabling responsiveness to disturbances, changes in environmental impacts from production, additions or losses in jobs, the competitiveness of local manufacturing, and skills and innovation for RDM technologies. Further work is recommended.

Resumo O artigo avalia a existência de sobreposição de alvos entre o desenho das políticas industriais (PDP e PBM) e a política de desenvolvimento regional dirigida ao Polo Industrial de Manaus (PIM). Verifica-se que parte dos segmentos industriais do PIM é contemplada no PDP e no PBM, a maioria dos quais com elos produtivos intensivos em escala, dependentes em conhecimento e inovação, e usuários vorazes do complexo eletrônico. Este complexo, de maior potencial inovativo e de spillover, se desenvolveu limitadamente no PIM e em outras regiões do país, guardando suas competências centrais nas matrizes. As etapas produtivas localizadas no PIM, embora de indústrias com razoáveis inovatividade e resposta à renda, são pouco intensivas em conhecimento e inovação locais. Os esforços para incorporar maior intensidade de P&D e inovação aos elos produtivos do PIM têm se concentrado nas instituições da política regional.Palavras-chave |
