Comparing the Scandinavian automobile taxation systems and their CO2 mitigation effects

Abstract: Despite their similarities, Scandinavian countries have adopted starkly different automobile tax regimes. The Danish system entails very high and convex tax rates with moderate CO 2 differentiation. In Norway, tax rates are high and convex with strong CO 2 differentiation and total exemptions for zero emission vehicles, even from value added tax. Sweden practices feebates -CO 2 dependent subsidization along with moderate taxation. Relying on a disaggregate discrete choice model of automobile purchase, we simul… Show more

“…If government taxed polluting activities, and rendered them unsustainable while promoting green technology and making it available through state incentives, pollution would inevitably drop. This happened in Norway where eco-taxes are very high and provide the basis for this country's path to CO 2 reduction (Ostli et al, 2021).…”

“…This section explores policies used to reduce deforestation rates from 2004-14 in the Amazon rainforest in Brazil (hereafter "the Amazon") and draws out lessons transferable to other contexts. Deforestation contributes a significant component of global GHG emissions, with forests worldwide 35 having shrunk around 10.3% (420 million hectares) from 1990-2020 due to deforestation (FAO, 2022 [137]). 36 Not only do deforestation and forest degradation 37 threaten biodiversity and impact livelihoods globally, but they also contribute to reducing carbon sinks thereby lowering forests' capacity to absorb CO2 (Pathak et al, 2022[138]).…”

“…For this reason, zeroemission passenger cars should benefit from the maximum tax advantage at the time of vehicle registration (positive tax in road tax), whereas low-emission passenger cars such as plug-in hybrids should be distinguished from them. The malus components must be properly rated (and updated regularly as technology improves) penalizing passenger cars with higher emission levels [30].…”
