Objectives:The HTA Core Model® was developed to improve the transferability of health technology assessment (HTA) between settings. The model has been used by HTA agencies but is also of interest to manufacturers, for improving internal evidence generation and communicating with other HTA stakeholders. To establish if the model is fit for purpose from an industry perspective, the pharmaceutical company Roche, collaborating with the European Network for HTA (EUnetHTA), conducted an assessment of the model.Methods:A questionnaire was developed to evaluate all assessment elements in the HTA Core Model v2.0 for their usefulness in meeting payers’ evidence needs and demonstrating value. The questionnaire was completed by country affiliate teams working in evidence generation and reimbursement submissions for pharmaceuticals. Survey results were discussed in workshops to ensure consistency and alignment between teams.Results:The questionnaire was completed by six teams. An additional team from global pricing and market access participated in workshops. Model domains pertaining to the health problem and current technology use, technology description, clinical effectiveness, and economic value were considered most important because they meet payers’ evidence needs. Overall, the model was considered useful to improve the efficiency of HTA evidence generation, share evidence internally, and communicate value to payers and HTA agencies.Conclusions:From an industry perspective, the HTA Core Model provides a useful framework and common terminology for efficient generation of transferable HTA evidence. The timeliness, efficiency, and transparency of HTA processes could be improved by a more standardized approach to HTA across settings.

Summary The European Network for Health Technology Assessment (EUnetHTA) was founded to support efficient production and use of health technology assessments (HTAs) across Europe by reducing redundancies through collaboration. To facilitate collaboration, a range of practical tools, methods and process definitions were developed. The article describes when and how these tools and methods are used along the HTA process with specific focus on “other technologies”, that is medical devices and non-pharmaceutical procedures. EUnetHTA was able to deliver tangible achievements complying with its goals. The practical tools and the developed methods formed a basis for close collaboration among over 70 agencies at a European level. The activities of EUnetHTA laid a strong foundation for sustainable cooperation. In the long run, jointly produced assessments could realise economies of scale with improved quality, consistency and transparency for the health systems in Europe.

La evaluación de nuevas tecnologías en salud en hospitales: revisión narrativaAssessment of new health technology in hospitals: Narrative review / A avaliação de novas tecnologias em saúde em hospitais: revisão narrativa Juan Guillermo Barrientos Gómez 1 , Andrés Eduardo Marín Castro 2 , Laura Becerra Ruiz 3 , María Alejandra Tobón Arango 3 RESUMEN La rápida evolución de la tecnología y con ella la de los diferentes métodos diagnósticos y terapéuticos ha traído consigo un creciente interés por los profesionales de la salud en disponer de los últimos avances y las mejores tecnologías para atender a los pacientes puesto que, a través de estos recursos, se espera reducir la incertidumbre clínica en cuanto a los diagnósticos y tratamientos. Se reconoce que los avances tecnológicos son, en parte, responsables de mejorar la salud de las comunidades y, en consecuencia, de aumentar la expectativa de vida de la población. Sin embargo, el gran número de innovaciones emergentes hace pensar que debe haber un proceso de selección apropiado por parte de los sistemas de salud para garantizar que se logren en la práctica los beneficios y los propósitos planteados. La selección de las nuevas tecnologías debe incluir tanto el análisis de la tecnología en sí como la comparación con otras; este proceso se denomina Evaluación de tecnologías en salud y tiene un enfoque principalmente macro, es decir, desde agencias de evaluación de carácter nacional que evalúan con el objetivo de regular las inclusiones de tecnologías en los sistemas de salud en Colombia. Se trata de un Plan de beneficios; sin embargo, la disponibilidad de las nuevas tecnologías está en las instituciones de salud e implica una evaluación que regule las tecnologías en este nivel. Internacionalmente esto se reconoce como Evaluación de tecnologías basada en hospitales. Este artículo hace una descripción de las evaluaciones de tecnologías, pero con énfasis en metodologías hospitalarias. ABSTRACTThe rapid evolution of technology and subsequent growth of diagnostic and therapeutic methods has brought about a growing interest in health professionals for having the latest and best technologies to serve patients as these resources are expected to reduce clinical uncertainty regarding diagnosis and treatment. Technological advances are acknowledged in part as being responsible for the improvement in the health of communities and the increase in life expectancy of the population. However, the large number of emerging innovations suggests that health systems must implement an appropriate selection process to ensure that the benefits and objectives are in fact achieved.
