Despite the South African government's desire to encourage economic growth via SME growth, attempts to ameliorate the difficulties encountered by SMEs are often hindered by a lack of resources, one of which is business incubation. This paper employs a descriptive literature review to declutter the varying concerns of SME growth and development from the narratives around the role of business incubators (BIs) and the government. This, we believe, would provide clarity on the challenges faced by SMEs development in South Africa by filtering the roles of both BIs and the government. Descriptive literature review as a qualitative technique helps to reveal an interpretable pattern in the current literature and was thus employed in this study. Even while the literature points to the importance of SMEs in economic growth, their volatility makes them an unreliable partner for the South African government currently. This is because the literature suggests that the government is failing them in one way or the other through limited and failed support systems. Because of their excessive reliance on government funding, BIs cannot help SMEs as they should because of the lack of funding. Consequently, one might argue that the & quot; law of unintended consequences," or the unexpected repercussions of government policies and actions/inactions, hinder South Africa's government from achieving its objectives. We flag some implications and future research directions in our closing arguments.

People planning a business and start-up companies can use a wide range of support instruments in the first stages of their business development, the task of which is to reduce the risk associated with the implementation of a business idea. The offer available on the market includes both financial and non-financial support. One common support instrument are incubators and incubation programmes that offer assistance in the early stages of business development. Universities are an environment where incubation programmes are increasingly occupying a prominent place. They have sufficient human, organizational and administrative resources to meet the needs of innovative companies and support them with research, consultation and mentoring. The aim of this research is to discuss the typology and role of incubators in supporting business ideas and to characterise the phases of the incubation process and its models. The example of incubation programmes from Polish universities presented in the article illustrates the course of the process and the support package offered to the idea originators at a Polish university.

This paper consists of a detailed comprehensive analysis of the client company satisfaction of services received at business incubator centers in the United States (USA) and Poland. This paper also includes how clients rated the importance of different services, which were provided to them at two business incubator centers; clients were generally satisfied with the services they received from the business incubators. Some services were not offered at both incubators to the same extent, which created discrepancy in the assessment results. The clients at the CAN-BE business incubator center already received extensive help from volunteers as well as Penn State faculty and students. However, the highest priority is still assigned to further increase those services. The client companies at the TECHNOPARK business incubator center received very limited help from volunteers, faculty, and students, as they assigned a low priority to those resources. The reason for that may be a lack of exposure and lack of understanding of the extremely valuable services provided by an incubation center. The aim of this article is to compare, analyze, and evaluate the operation of the GLIWICE TECHNOPARK and Hazleton, PA, USA incubation centers from a client satisfaction point of view.
