The involvement of competences in the teaching–learning planning process in Higher Education is essential for their success in the European Higher Education Area. This study presents a participatory multi-criteria model based on Voting Analytic Hierarchy Process (VAHP) analysis, focusing on the attainment of competences that permits consensus between lecturers and students in the design of teaching plans using two assessments: the assessment of competences by students and the lecturers’ assessment of the contribution of teaching strategies to the attainment of each competence. To validate the methodology, a survey was carried out to determine the preferences of 211 students on the competences of a quantitative subject in several business degrees and a survey of 11 lecturers to assess the contribution of the teaching strategies in the acquisition of each competence. The results show that practical lessons and group work should receive more importance in the teaching plans of the subject Financial Management according to the defined competences, the students’ preferences and the criterion of each lecturer for each teaching strategy. The results show the applicability of the participatory methodology proposed to formally agree on the design of teaching plans in higher education organizations between lecturers and students.

Creating policy measures is the final step in the process of e-learning roadmap development. Policy measures can be seen as long-term activities that need to be implemented and constantly upgraded to achieve strategic goals. For resource allocation, it is useful to prioritize policy measures. Prioritization can be implemented using multi-criteria decision-making methods. This paper analyzes policy measures in the Maldives National University’s e-learning roadmap using the social network analysis process (SNAP), which includes the analytic hierarchy process (AHP), the decision-making trial and evaluation laboratory (DEMATEL), and the PageRank centrality. In policy measure evaluation, there were more than 20 participants: persons with managerial functions at the Maldives National University (MNU) (deans, heads of departments) and persons in lecturer and researcher positions. By using the AHP, participants prioritized policy measures with respect to their importance to them. By using the DEMATEL, participants identified and prioritized policy measures with respect to their effect on other measures. Finally, by using the SNAP, it was possible to determine the prioritization list for resource allocation since it aggregates the aspects of the policy measures, their importance, and their effect on other measures.

The assessment of the Hospital is very important in providing a rating as a measure of accreditation. Hospitals should provide the best service to visiting patients. The purpose of this study is to provide a ranking of hospitals that should be a measure of the appropriateness of a hospital as seen from a number of criteria as a true assessment. The criteria used as a barometer for the assessment consist of ten criteria, namely Administrative Services, Doctor Services, Pharmaceutical Installation Services, Cleanliness, Convenience, Security, Number of Administrative Personnel, Number of Pharmaceutical Personnel, Administrative Complaints, and Pharmacy Installation Complaints. The scoring system that will be applied uses the Analytical Hierarchy Process (AHP) method as a determinant of the weight of each criterion and the Fuzzy assessment uses the Complex Proportional Assessment (COPRAS) method. The two methods will be collaborated as a determinant in the process of giving a rating system to the ten hospitals that are included in the priority assessment. The results obtained from the ranking process of the two AHP and COPRAS methods are seen from the acquisition of the utility value produced, the largest value obtained from the utility gives the best rating. The utility value is obtained from the total assessment of a number of criteria for each hospital and the largest utility rating does not exceed one. The highest value of the utility generated by the RS10 alternative with a utility scale of 0.098 as the best value.
