Colour-blind diversity: how the “Diversity Label” reshaped anti-discrimination policies in three French local governments

Abstract: Drawing on the qualitative study of three French local governments (Paris, Nantes and the Seine-Saint-Denis department), this article examines the implementation of local antidiscrimination policy during the 2010s. To what extent have these local governments, particularly eager to assert "diversity" values, renegotiated the dominant, colour-blind perspective prevailing at the national level? To address this question, we examined how they used a policy instrument called the 'Diversity Label'. We found that in t… Show more

“…Specific issues, such as housing and training, faced by migrants were not a core priority of the municipalities. However, the treatment of migration-related issues remained constrained by the weak legitimacy of local elected representatives and civil servants involved and the dilution of migration and ethnic issues into broader anti-discrimination policies (Bereni et al, 2020;Flamant, 2020).…”

“…Lyon, a city that applied for the diversity label, has adopted a self-representation of the city as being "construit dans la diversité" (Flamant 2014, 546). However, contrary to what one may expect, diversity concepts may be 'colour blind' and ignore racist discrimination (Bereni et al 2020). According to Flamant, the notion of diversité in the French cities of Nantes, Strasbourg and Lyon stands in a veritable competition with the notion of egalité and the fight against ethno-racial discriminations (Flamant 2014, 554).…”
