“…Much research on societal influence on climate and environmental policy has focused on either NGOs or businesses, or both (e.g., Betsill & Corell, ; Gulbrandsen & Andresen, ; Vormedal, ). Research on Brazilian climate policy reveals a complex group of climate‐policy advocacy actors consisting of scientists, NGO activists, politicians, businesspersons, and bureaucrats (Carvalho, ; Hochstetler & Viola, ; Kasa, ; Sauer & França, ).
