This study examines the e-commerce road map of Indonesia with its implementation and project plan to promote national development in Indonesia. The objective is to compare the eight aspects of the road map to academic literature that focuses on rural development strategy from the perspective of cloud computing and e-commerce adoption. The paper identifies areas of similarity and gaps in the road map to enable future research to best promote rural area development in Indonesia and reduce the digital divide.

Mobile cloud computing (MCC) provides a platform for resource-constrained mobile devices to offload their tasks. MCC has the characteristics of cloud computing and its own features such as mobility and wireless data transmission, which bring new challenges to offloading decision for MCC. However, most existing works on offloading decision assume that mobile cloud environments are stable and only focus on optimizing the consumption of offloaded applications but ignore the consumption caused by offloading decision algorithms themselves. This paper focuses on runtime offloading decision in dynamic mobile cloud environments with the consideration of reducing the offloading decision algorithm’s consumption. A cooperative runtime offloading decision algorithm, which takes advantage of the cooperation of online machine learning and genetic algorithm to make offloading decisions, is proposed to address this problem. Simulations show that the proposed algorithm helps offloaded applications save more energy and time while consuming fewer computing resources.

Cloud computing affects on different sectors, including: E-learning, health care, and E-commerce. It offers online services in high efficiency and minimal cost which provide a high economic value. It is undoubtedly the next revolution in the Internet world as well as the business world. Currently, more E-commerce enterprises move to Cloud Computing to achieve high practical value. This paper introduces an overview for Cloud computing in E-commerce through discussing various definitions for both concepts, highlighting the benefits and challenges for applying Cloud Computing in E-commerce, and discussing a suggested cloud computing E-commerce framework.
