Cloud computing adoption model for e-government implementation

Abstract: Cloud computing essentially is a scalable, flexible and pay-per-use model for the way IT services are delivered. It can significantly improve the way a government functions, the services it provides to its citizens and institutions. This paper aims to explore the factors that influence adopting cloud computing as a part of public sector organizations' alternatives to implement e-government services. Based on two dominant theories in the field of adoption of new technology, the Fit-Viability Model and Diffusion… Show more

“…After analyzing previous studies, it was found that many studies considered constructs influencing the CC adoption at an individual level ( [24,[59][60][61]63,[65][66][67][68][69][70][71][72][73][74][75][76][77]); however, there was a dearth of material concerning this at the organizational level [31,32,35]. As mentioned above, the two most dominant hypotheses used for considering technology adoption from an organizational perspective are the TOE framework, and the DOI model [31,32,35,[78][79][80][81][82][83][84]].…”

“…The TOE framework and the DOI model are used widely to examine the adoption of technology at the organizational level [31,32,35,[78][79][80][81][82][83][84]. We carry out an analysis of the adoption theories used in the literature.…”

“…• Regulations: refer to the rules and policies that are applied by organisations in order to persuade there to be an increase in the adoption of IT innovations [50]. For this, governments have the ability to promote the adoption of cloud computing by drafting regulations in order to encourage organisations to invest.…”

“…Trust has a major impact on online services. Governments provide adequate services in a way that is appropriate to the levels of the underdeveloped users in order to increase the adoption of the e-services and which contributes to the citizens' trust [50]. It is difficult for cloud service providers to determine the location of data storage because of the lack of infrastructures in these countries, so they have to store data in foreign locations.…”

“…The studies that focused on middle east region, [49,50,51], explored CC benefits and challenges for e-government theoretically in Jordan and United Arab Emirates respectively. Other studies assessed CC adoption for e-government implementation in Yemen [40,52] and [37] investigated the factors affecting Saudi government to adopt CC. Obviously, the empirical studies investigated in adoption CC for government organizations still rarely.…”
