Closing the gender gap in pensions: A microsimulation analysis of the Norwegian NDC pension system

Abstract: Abstract:In this paper we use an advanced micro-simulation model to study the distributional effects of the reformed Norwegian pension system with a particular focus on gender equality. The reformed Norwegian system is based on the NDC-formula with fixed contribution/accrual rates over the active life-phase and with accumulated pension wealth being transformed into an annuity upon retirement. A number of redistributive components are built into the system that makes it deviate from complete actuarial fairness:… Show more

“…We are particularly interested in assessing whether and to what extent attitudes towards child credits vary according to gender, socio-economic status and the division of labour within the family, especially whether attitudes are predominantly gendered in the sense that child credits are consistently more popular among women compared to men, or whether internal socio-economic cleavages and cleavages related to family type compete with or outweigh gender differences. The former could be expected given that child credits are most often portrayed as particularly women friendly in public debates and because a large fraction of women stand to receive credits at some point in their life-course (Halvorsen and Pedersen, 2019). It would also be consistent with a common belief in feminist research that all women benefit if care work is politicized (Halsaa, 1987;Iversen and Rosenbluth, 2010).…”

“…The universal persistence of a significant gender gap in pensions is a growing concern among social policy analysts and policy makers (Bettio et al, 2012;Burkevica et al, 2015;Chłoń-Domińczak, 2017;Halvorsen and Pedersen, 2019;Jefferson, 2009). The median individual pension income of female pensioners is lower than that of their male peers, and older women are at a much higher risk of poverty than older men (OECD, 2017).…”

“…The guaranteed pension secures a comparatively high minimum benefit to individuals with low earnings-related entitlements -with a gross level for a single pensioner at about 36 percent of an average fulltime wage. The guaranteed pension is means-tested by 80 per cent against NDCpension rights, and even persons with small incomes will obtain a level of pension benefits somewhat higher than the minimum level (2 or 1.85 BPU depending on the civil status of the recipient) (Fredriksen and Stølen, 2015;Halvorsen and Pedersen, 2019). Table 6 summarizes the main features of the countries described above.…”
