The integration of climate policy concerns in other policy areas where decisions are taken that determine greenhouse gas emissions is a prerequisite for effectively mitigating climate change. There are particularly strong interlinkages between energy and climate policy as the major part of greenhouse gas emissions is related to energy supply and use. We compile a set of five output-focused indicators for assessing climate policy integration (political commitment, functional overlap, policy instruments, weighting, and time perspective). We then apply the criteria for an appraisal of climate policy integration in European Union (EU) energy policy during the last decade;that is, we focus on climate policy integration from a horizontal perspective. The focus of our research lies on the comparison of the Renewable Energy and the Energy Efficiency Directives of the Energy Union Package with their predecessors.Our results show that climate change mitigation is a key objective in these documents. The energy policy objectives are generally synergetic with climate policy. The Energy Union Package makes progress in some areas like the more stringent EU targets for renewable energy and energy efficiency or the more stringent sustainability criteria for biofuels. However, some conflicting issues arise. The shift from national to an overall EU renewables target and the change towards more market-oriented support schemes might together with the elimination of preferential grid access for renewable electricity entail negative impacts on renewable investment and on achieving emission reductions. It remains to be seen whether the adaptations in EU energy policy will lead to the required acceleration of the energy transition. In this paper, the approaches to optimizing the environmental management system at pharmaceutical manufacturing enterprises and the environmental policy of pharmaceutical corporations in general were proposed. In the course of the study, it has turned out that the indicators of the negative impact on the environment as a result of the economic activities of industrial pharmaceutical enterprises do not take into account all the specific features of technological processes. At modern pharmaceutical enterprises, direct environmental risks are minimized at working areas and, in fact, their assessment is replaced by the calculation of barrier and isolation measures, which is in the competence of calculating sanitary and epidemiological risks only for employees of enterprises. In the course of pre-design, design work and the creation of pharmaceutical manufacturing enterprises, owing to the requirements and mandatory application of GxP, in fact, the negative impact on the environment at the enterprise itself within the boundaries of its sanitary zone is reduced to zero. However, a number of questions remain to be resolved, including how and to what extent a pharmaceutical business entity, in the course of its activities, causes a negative impact on the environment outside its location. With this article, we begin series of publications of the results of our research in the direction of multilateral analysis of environmental risks in pharmaceutical organizations of different profiles and groups of pharmaceutical companies, united into separate corporate companies. Compared to those approaches to assessing environmental risks as a result of the activities of pharmaceutical manufacturing enterprises, which are mainly focused on meeting the GxP requirements and relate to the quality of manufactured pharmaceutical products, we propose to take into account information with an emphasis, inter alia, on the energy saving policy of the Russian pharmaceutical industry. The main goal of an integrated approach to the development of environmental policy and environmental management system in the pharmaceutical industry is for the management of manufacturing enterprises to comprehensively monitor and assess all environmental risks and energy conservation, in particular, taking into account the provision of energy efficiency to reduce the negative impact on the environment.

Climate policy integration (CPI) is regarded in the literature as key to combatting climate change. It has been critically discussed to what extent climate policy is integrated in different policy fields at the European and the national level. In this paper, we analyze the expectations toward CPI from the perspective of stakeholders focusing on two fields in Austria — energy and land use. We combine CPI approaches with social‐ecological transformation research, which highlights obstacles for CPI, which can be found in the polity, leading to conflicts between different actor groups or institutions. More specifically, we examine, through a process of co‐production of knowledge together with stakeholder groups, how CPI functions in its categories of horizontal and vertical policy integration, cooperation and conflict, reporting, vision, uncertainties, and reflexivity. Results show that policy integration remains contested, alternative visions to economic growth are needed and communication with policy‐makers needs to be improved. Furthermore, reflexive learning is central for the success of CPI. Finally, it matters who has access and who plays a role in governance structures. Co‐production of knowledge can play a crucial role, but faces a challenging tension between being inclusive and losing its transformative capacities. A shift from a narrow focus on policy making to consider the limiting or enabling structural conditions for interaction between a wide variety of stakeholders is required. Instead of reflexive learning how to best accommodate the powerful interest groups, this could increase the space for reflexive and adaptive policy integration aimed at achieving normative climate targets.
