As the urban environment keeps growing, stormwater management programs have been adopted to address unregulated nonpoint runoff and pollutants across the world. Extensive studies on stormwater runoff and quality at smaller spatial scales exist, but are rare at larger spatial scales. Using the City of Corvallis, Oregon, a small sized American city, as a test-bed, this study estimates urban stormwater runoff and quality by zoning, which specifies land uses, and by parcel, which defines land ownership using the Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST) model and high resolution land use and land cover data. The correlations between stormwater runoff volume, stormwater quality, parcel land cover sizes, and values are then analyzed and visualized in RStudio. The results indicate that stormwater runoff and quality are determined by complex biophysical processes, with strong correlations between urban spatial sizes and property values for some land uses being observed. The research results provide suggestions for low impact development applications for different land uses, and the findings in this research can be used to suggest stormwater management policy for various land uses in small sized cities.

Urbanization has significant impacts on the regional environmental quality through altering natural lands, converting them to urban built-up areas. One common strategy applied by urban planners to manage urbanization and preserve natural resources is to make a comprehensive plan and concentrate future land use in certain areas. However, in practice, planners used to make future land use planning mainly based on their subjective interpretations with limited ecological supporting evidence and analysis. Here, we propose a new approach composed of ecological modelling and land use zoning in the spatial matrix to evaluate the comprehensive plan and identify priority lands for sustainable land use planning. We use the city of Corvallis, OR, as the test bed to demonstrate this new approach. The results indicate that the Corvallis Comprehensive Plan 1998-2020 featured with compact development is not performing efficiently in conserving ecological values, and the land use plan featured with mixed-use spreading development generated by the proposed approach meets the city's land demands for urban growth, and conserves 103% more ecological value of retaining storm water nitrogen, 270% more ecological value of retaining storm water phosphorus and 19% more ecological value in storing carbon in the whole watershed. This study indicates that if planned with scientific analysis and evidence, spreading urban development does not necessarily result in less sustainable urban environment than the compact development recommended in smart growth.

This paper reviews previous efforts to assign monetary value to climatic or meteorological information, such as public information on drought, climate, early warning systems, and weather forecast information. Methods and tools that have been explored to examine the benefits of climatic and meteorological information include the avoided cost, contingent valuation, choice experiments, benefit transfer, and descriptive approaches using surveys. The second part of this paper discusses specific considerations related to valuing drought information for public health and the Bureau of Land Management. We found a multitude of connections between drought and the land management and health sectors in the literature. The majority of the papers that we summarized only report biophysical change, because the economic losses of drought are not available. Only a few papers reported economic loss associated with drought. To determine the value of drought information, we need to know more about the role it plays in decision making and what sources of drought information are used in different sectors. This inventory of methods and impacts highlights opportunities for further research in valuing drought information in land management and public health.
