Citizen Seismology, Stalinist Science, and Vladimir Mannar’s Cold Wars

Abstract: This essay takes a historical view on “citizen science” by exploring its socialist version via the case of a Soviet amateur seismologist Vladimir Mannar. In the wake of the 1948 Ashgabat earthquake, which coincided with Lysenko’s victory in his campaign against genetics, Mannar launched an aborted campaign for a participatory “socialist seismology.” Mannar co-opted Lysenkoist language of science for the people and gained professional status within professional seismology but was shut out by the experts capital… Show more

“…Amateurs and eyewitnesses were relied upon for observations before the development of measuring tools (Ferreira, 2019) and after their introduction, to compensate for a lack of data or to complement it. Indeed, their testimonies have contributed to mapping the effects of earthquakes (Aronova, 2017). However, the way citizens take part in seismology is evolving, especially with the rise of new technologies, including smartphones and new types of seismic sensors.…”

“…It also implies the need to reflect on the mutual relationship between citizens and seismologists and how they interact. Mutual trust, as well as communication, is an essential part of citizen science (Aronova, 2017).…”

“…This last strategy is well exemplified by the aborted attempt at participatory seismology in the U.S.S.R. in the early 1950s. For the sake of a centralised control of seismologic information, central Soviet authorities banned contributions from amateurs as well as the publication of any non‐official bulleting referring to earthquakes, classified as a state secret (Aronova, 2017).…”

“…The dynamics among science, citizen, and state only magnified in the twentieth century, across the ideological spectrum. For example, the Soviet Union erected science and technology on the pedestal of communist modernity, Jawaharlal Nehru championed science and modernization for a newly independent India, the United States scrambled to revamp its science curriculum after the shock of Sputnik, and Britain promoted "Public Understanding of Science" in the mid-1980s (see, e.g., Andrews 2003;Aronova 2017;Rudolph 2002;Bodmar 1985;and Miller 2001).…”
