Starting the 10th May 2018, a series of earthquakes has hit Mayotte, a French island in the Indian Ocean. Facing a lack of seismic data, scientific information and communication from the authorities, the inhabitants took advantage of social media to develop, on their own, a citizen seismology group, composed of more than 10,000 people. Due to a particular cultural context, this was carried out mainly without the seismologist community. While some citizens did share seismological information (and eventually volcanology information when it was discovered that the earthquakes were caused by a newborn , undersea volcano), the lack of seismologists in the group also lead to the emergence of misinformation and even conspiracy theories. This mistrusting atmosphere had negative consequences for the way various seismological organizations were perceived, including LastQuake, a crowdsource-based earthquake information app which allows eyewitnesses to share information about earthquakes they felt, combined with seismic data. However, due to the lack of seismic data for these earthquakes, some were not displayed in the app. This lack of information and understanding of how the system functioned led to additional mistrust toward this citizen seismology tool. This paper combines sociological observations with an empirical approach. First, a sociological analysis of this independent citizen science network enables an identification of the reasons for its creation and the pitfalls caused by the absence of collaboration with the scientific community. Then, an empirical case study of the LastQuake system exposes how it has been improved to offer information, while admittedly more incomplete, is nevertheless closer to citizens' needs. It concludes that citizen seismology requires a stronger collaboration between citizens' and scientists' communities in order to be more efficient. It also advocates for scientific communication that takes into account cultural context from the beginning.
This study investigates how citizens perceive the role of mobile phone apps specifically designed for disaster communication, and how these perceptions may differ from perceived roles and functions of social media in disaster-related tasks/situations. Focusing on trust in authorities and technology use, results suggest that social media use not only fosters trust via shared narratives and collective sense-making but may also improve trust relationships through local authorities assuming the function of a trustworthy information provider. In disaster apps usage, trust between citizens and authorities is generated through perceptions of shared responsibility rather than shared narratives. Apps were seen as mechanisms that reveal authorities' general willingness to share control, which may help overcome citizens' perceptions that they are distrusted by authorities. Abstract. Twitter is an established social media platform valued by scholars as an open way to disseminate scientific information and to publicly discuss research results. Scientific discussions on Twitter are viewed by the media, who can then pass on information to the wider public. Social media is used widely by geoscientists, but there is little documentation currently available regarding the benefits or limitations of this for the scientist or the public. Here, we use the example of two 2018 earthquake-related events that were widely commented on by geoscientists on Twitter: the Palu Mw 7.5 earthquake and related tsunami in Indonesia and the long-duration Mayotte island seismovolcanic crisis in the Indian Ocean. We built our study on a content and contextual analysis of selected Twitter threads about the geophysical characteristics of these events. From the analysis of these two examples, we show that Twitter promotes a very rapid building of knowledge in the minutes to hours and days following an event via an efficient exchange of information and active discussion between the scientists themselves and the public. We discuss the advantages and potential pitfalls of this relatively novel way of making scientific information accessible to scholarly peers and lay people. We argue that scientific discussion on Twitter breaks down the traditional “ivory tower” of academia, contributes to the growing trend towards open science, and may help people to understand how science is developed and, in turn, to better understand the risks related to natural/environmental hazards.
