Importance of the Open Data Assessment: An Insight Into the (Meta) Data Quality Dimensions

Data are the most important resource of the 21st century. The open data (OD) movement provides publicly available data for the development of a knowledge-based society. As such, the concept of OD is a valuable information technology (IT) tool for economic, social, and human development, which adds value. To further develop these processes on a global scale, users need to manage the quality of OD in their practices. Otherwise, what is the point of using data just for the sake of using it (in science or practice) without thinking about data compliance with norms, standards, and so forth? This article aims to provide an overview of (meta)data quality dimensions, sub-dimensions, and metrics used within OD assessment-related research papers. To achieve this, the authors performed a systematic literature review (SLR) and extracted data from 86 relevant studies dealing with the evaluation of OD. The article endows the progress made so far in OD assessment research. Findings of reviewing the assessment of the OD in the light of existing (meta)data quality dimensions unveil the potential of metadata. Furthermore, the analysis disclosed the need for greater use of quantitative methods in research, and metadata can greatly assist in this.

A conceptual model for Socio-Pragmatic Web based on activity theory

How is the future of the Web, as one of the most influential inventions of the twentieth century? Today, there are great conceptual gaps between the Web 2.0 (Social Web), Web 3.0 (Semantic Web), and Web 4.0 (Pragmatic Web) generations. Every generation of Web is merely an independent conceptual branch of Web and the future Web needs to benefit from the combination of concepts from each generation. This paper has three distinct contributions to make for paving the way for the future Web. First, we tried to extract all main concepts of today's Web, and propose them as the principles for the future Web, which we name the Socio-Pragmatic Web (SPWeb). Then, we use the Activity Theory (AT) as a transdisciplinary theory for human social behavior to provide a conceptual model for SPWeb. Our conceptual model offers generic Knowledge-Embodied Agents (KEA) in three different abstraction levels as the building blocks of SPWeb. As different KEA types, Web Service-KEA, Artificial Intelligent-KEA, and Cognitive-KEA have different levels of capabilities. For each KEA type, we propose different elements and technologies of today's Web as the candidates for their development to prove the feasibility of these KEAs. Finally, we will show that the Concept Realization and Weaving Functions of the KEA models altogether can generate a powerful future web, as it satisfies SPWeb's principles.

Governments are increasingly using games for civic engagement, decision making, and education. Serious gaming is a type of game that has often been advocated as a means for changing the attitude of its players and can be used for changing the attitude of civil servants. However, the relationship between games and attitude change in civil servants remains unexplored. This paper aims at identifying factors leading to attitude change of civil servants. As hardly any paper is focused on civil servants' attitude change through games, the authors broaden their research to attitude change through games in general. Out of 483 documents, 19 reference papers were analyzed in detail. Eighty-one games were found, and more than 13 different theories were identified containing 30 different influencing factors, which were found mostly to be unrelated and context-dependent. The conceptual dispersion between studies indicates that the resulting overview of factors is a first step towards creating a uniform theory. The results can help governments to design better games.
