In this paper, two aspects related to streetlight systems are considered. In the first part, the economic analysis of replacing existing HPS lamps with light-emitting diode (LED) and discrete LED lamps for street lighting is performed using actual data from Oman. The street lighting system inside Sultan Qaboos University is considered for the case study. The discounted payback period, which is calculated to study the practicability of implementing the system, is found to be 1.01 years, making the system financially appealing. Moreover, the estimated reduction of a carbon footprint shows that tonnes of CO2 emissions are reduced, which makes it environmentally attractive. The second part of the paper considers optimal sizing of PV/battery system for a new streetlight system with LED lamps. The life cycle cost analysis was performed and the related cost of energy generated per kWh is estimated as 0.097 $/kWh which proves the economic viability of the system to be implemented in Oman besides minimizing the CO2 emissions to zero.

O presente trabalho compreende o desenvolvimento de um indicador de desempenho a ser empregado na avaliação de sistemas de iluminação pública - IDSIP, que considera, além do consumo energético, a qualidade da iluminação empregada em vias públicas. Nesse sentido, é fundamental ampliar a discussão sobre as funções da iluminação urbana, que ultrapassam o tráfego de veículos e a sensação de segurança, visto que a iluminação artificial noturna também tem a função de tornar cidades reconhecíveis, de proporcionar situações de apreciação e percepção do espaço urbano, de valorizar patrimônios relevantes da cidade, de retratar sua história por meio de percursos, e assim promover o turismo, o lazer, o comércio e a cultura. O IDSIP considera parâmetros de iluminância, uniformidade, índice de reprodução de cores, consumo energético, compatibilização com a arborização, uso de dispositivos de controle de fluxo e acionamento, possibilitando aos gestores públicos a realização de melhores investimentos. Após o desenvolvimento do indicador, sua aplicação foi validada por meio de simulações em vias públicas do município de Vitória - ES, concluindo que a relação lumens por Watt não deve ser o único parâmetro empregado na avaliação de desempenho de sistemas de iluminação pública. Demonstrou que uma melhor distribuição dos pontos de iluminação somada a uma distribuição fotométrica adequada do equipamento utilizado e ao correto dimensionamento da potência e do fluxo luminoso das fontes de luz são mais eficientes energeticamente e prestigiam também os aspectos qualitativos da iluminação do espaço urbano.

This paper presents an attempt at a unified approach for the assessment of outdoor lighting solutions at the design stage. First of all, the lighting criteria for different types of outdoor lighting installations have been carefully described. Despite the differences in criteria, it is possible to find a common ground for the assessment of lighting solutions at the design stage. This is based on the need for the assessment of lighting solutions to be included in the requirements for the luminous environment, light pollution, and energy efficiency. The review and analysis of the standards and reports allows an experimental procedure to be created, the main aim of which is to find the best and most sustainable lighting solution for any outdoor situation. The procedure was tested by the example of an analysis of parking lot lighting solutions. In the case analyzed, 120 solutions were considered. It appeared that, in only 65 cases were the requirements referring to both lighting condition and light pollution met. Finally, based on the lighting energy efficiency assessment, ten solutions were selected as the most suitable. Furthermore, only one solution out of the ten was the most beneficial, taking into account the extra criterion of basic economic cost. The case study confirms that the assessment procedure allows the most beneficial solution to be selected, taking into account the luminous environment, as well as light pollution and energy efficiency criteria. The proposed multi-criteria assessment procedure may be used as a valuable tool by lighting designers to select the most beneficial solution in order to meet the needs of safety, visual efficiency, and comfort, as well as taking into account light pollution and energy efficiency restrictions.
