Despite significant efforts to initiate electronic government projects, developing countries are still struggling to reap the benefits of using e-government services. An effective implementation of e-government infrastructure is necessary to increase the efficiency and transparency of the government services. There are several studies that observed causes like lack of infrastructure support, lack of payment gateway and improper e-government service delivery channel as main barriers to a wider adoption of e-government services. The main contribution of this research is to propose a cloud-based G2G (Government-to-government) e-government framework for a viable e-government solution from the perspective of developing countries. We have introduced a list of concepts and a systematic process to guide the implementation of e-government project based on the government's vision, goals, chosen services through the service delivery channel to the appropriate cloud service and deployment model. We have used Nepal as a context of the case study and applied the framework to a real e-government project of driving licensing department using action research methodology. The results from the study show that the G2G approach of e-government implementation would be the best for providing effective government services to the stakeholders of developing countries. The proposed framework also supports a smooth integration of government services and reduces the time of the overall project.

It is expected that computing services will increasingly be accessed as another utility a similar way to other services such as water, electricity, telephone or gas. Many organizations including government deliver their services through information and communication technology (ICT) tools including e-government. Cloud computing is a relatively new way of providing services over the internet. In this research in-depth interviews of Australian councils' IT managers were conducted with the aim of providing insights into the perceived benefits of cloud computing adoption. Also, survey data from 480 IT staff across 47 local councils were collected to confirm the findings of the exploratory stage. The research indicated that cloud computing is seen to offer many benefits that are identified in the research literature; additional anticipated benefits emerged which related to reduced level of risk, remote access, reduce staff, and time efficiencies. The findings of this research may help IT managers and top management evaluate possible adoption by increasing their understanding about anticipated benefit which will encourage them when planning or decided to adopt cloud computing.

Abstract. Electronic business uses ICT to support its activities. This has positively impacted business performance. Recognizing the successful implementation of ebusiness, governments have decided to use ICT in public services in order to improve the performance of government organizations in providing best possible information and services to citizens, businesses and other public departments. Computing technologies have grown by leaps and bounds, and governments of all nations plan to make optimum use of such advanced technologies across public service organizations. However, due to financial crises, governments have resorted to cost-cutting, which in turn has resulted in a cap on their ICT budget. As a largescale facility, e-government requires large monetary investment from the government. Some new inventions in the field of computing technologies have made cost reduction possible, while also increasing the efficiency and flexibility of government sectors. One such invention is cloud computing, which provides information and computing services as utilities. Cloud-based e-government provides the best possible services to its citizens and businesses at an affordable cost. This is because governments do not need to purchase and install ICT equipment on their premises. In this paper we analyse cloud computing and its applications in the context of e-government.
