It is obvious that providing drinking water in cities, especially in metropolises such as Tehran, as a political-socialeconomic center of the country is important. During the last decades, climatic changes, the decrease of raining, the increase of water harvesting from groundwater as well as the increase of population have intensified the importance of water in Tehran. Therefore, every change from water consumption to collecting, purifying and storing drinking water in the city reservoirs is highly critical. In the present study, the causes of delay in such projects have been determined based on experts' opinions about several concrete implemented reservoirs obtained by questionnaire and the related literature. Given to three classes pertained to such projects (employer, consultant and contractor), an initial questionnaire was provided to poll the experts' opinions and distributed among the sample of the study. In this regard, 45 Likert-scale questionnaires were equally distributed among three population; after gathering, the items with higher mean scores were selected for the main questionnaire (totally, 17 items). Using AHP method, the most important factors were identified and ranked through Expert choice Software. As the research findings revealed, failure of employer to pay to contractor timely, failure to obtaining the necessary permissions by employer before noticing to contactor to proceed, and uncertainty and buying project site by employer are the most important factors respectively.

Critical Delaying Factors: Public Sector Building Projects in Gilgit-Baltistan, Pakistan

Project delays are a large and prevalent problem in the Gilgit-Baltistan construction industry, and delays can distinctly affect project duration, budget, and also community needs. The purpose of this study is to highlight and rank delaying factors in the Annual Development Programme public sector building infrastructure projects and examine them through a relative importance index. A total of 52 delaying factors were identified through a detailed literature review and categorized into eight major groups, and a pilot study with 16 experienced construction experts was conducted. A questionnaire survey was conducted to collect the importance of each factor from public construction experts. In total, 102 respondents participated in the survey. The study determined that difficulties in financing projects by contractors, delays in progress payments, dispute on land usage, improper project feasibility studies, award project to the lowest bid price, extreme weather conditions, inadequate contractor experience, and insufficient data collection and survey before design were among the top eight critical delaying factors. In addition, Spearman's rank correlation tests revealed that there was no difference in perception between owners and contractors. A comparison of the top five delay factors was done with eight preferred construction industries in Asia to validate the results of this study. The findings are likely to be a solid contribution to the Gilgit-Baltistan construction industry in mitigating future construction delays.

Controlling the Risk of Construction Delay in the Middle East: State-of-the-Art Review

Abstract:The financial crisis in late 2008 arrested economic development in the construction sector in the Middle East, with the result that investors' confidence in the sector is severely depressed. Delays constitute one of the highest impediments to project success. In this respect, the traditional management is no longer sufficient for construction project success. The objective of this study is to conduct a literature review to identify additional effective measures for controlling the potential delays risks in construction projects in order to maximize the opportunities for success in those projects. Thirty-six scholarly articles published between 2000 and 2011 are reviewed to identify related MDRC (measures for delays risks control). This survey reveals that 60% of the studies are related to decision-making, performance, risk management variations and poor management knowledge of stakeholders and that 20% of these studies are undertaken in the Middle East. A further 25% of the studies are related to the lack of financial risk by stakeholders, and of these 14% are in the Middle East. A knowledge gap is identified in terms of project performance, stakeholder management and risk management, which are seen as significant measures of success in controlling project delay.
