Construction delay is one of the basic constrains to achieve the project objectives in developing countries. This study aims to find the causes and effects of construction delays in developing countries. A thorough literature review has been done following the content analysis method. The relevant literature of 28 developing countries was collected from the scholarly journals published in the period of 2006 to 2016. The different developing countries are grouped into three geographic regions, i.e. South and Southeast Asia, Middle East, and Africa. In these regions, total 53 potential causes of delay under 8 major groups are identified. Frequency and ranking of these factors have been done. The factors, delay in progress payment by owner, contractors' cash flow problem, improper planning and scheduling, poor site management, and change order by owner during construction, are acknowledged as critical causes of delay in developing countries. This study will assist both academic and professional experts providing more insight about the construction delays and project management in developing countries.

Abstract. Delay in construction project is an important issue in construction management. This is because delay will cause negative impacts on both the owner and the contractor. For owner, it will lead to the late opening of new road. For contractor, it will cause extra operating cost. In this paper, therefore, the causes of delay in road construction projects are researched. This paper studied a list of road construction delay causes gathered from literature having different countries. Internationally, twenty-six factors that might cause delays of road construction projects are identified in this research. Among 26 factors, considering in Thailand, eight key factors are typically found as the cause of delays in road construction projects. These 8 factors are then prioritized to identify the most important causes of delays in road construction projects in Thailand. A questionnaire and personal interviews through project engineer have formed the basis of this paper. The study indicates that the 5 top factors affecting road construction delays are: incomplete drawings, lack of equipment efficiency or financial status of contractors, delay in relocating existing infrastructure structures, less of project engineer experiences, and delay in relieving environmental impact, respectively

Delay and cost overrun are the key problems of any construction projects. These issues are causing the negative impact on the development of country economic growth and prosperity. To overcome these issues, the paper is aimed to ascertain the most impelling factors causing the project delay and cost overrun, and highlight the possible measures so that the impact on construction projects could be reduced. Each country's quantitative data from past studies was selected to analyse and recommend the effective measures. A questionnaire survey was conducted in all three case studies adopting different data collection strategies. The main reason of selecting three case studies is to outline the comparative analysis of delay factors and to classify these factors into different priority level of influence in project delay from country to country. The findings from three case studies exposed that the most influential factors in Australia are (1) planning and scheduling deficiencies, (2) methods of construction, (3) effective monitoring and feedback process, whereas in Ghana, (1) delay in payment certificates (2) underestimating of project cost, (3) complexity and size of projects are the most influential factors. However, in Malaysia (1) Contractor's improper planning, (2) poor site management and (3) inadequate contractor's experience are the most impelling factors causing project delay and cost overrun. This paper has also analysed the average and least impact of the delay factors causing project delay and cost overrun in those countries. The paper concludes that there are diverse groups of delay factors from one country to another country that cause the project delay and cost overrun. It also concludes that there are diverse measures according to the nature of delay factor are necessary to reduce the impact on project delay and cost overrun in the construction industry in both developed and developing countries.
