Construction projects have been observed to have problems of project delays and disruptions and the South African construction industry is not an exception. This research identified causes and effects of project delay and disruption through a desktop study. Subsequently, a questionnaire was designed and used to conduct a survey to obtain the views of the three main construction project participants -clients, consultants, and contractors. The questionnaire contains 48 causes and 13 effects of project delay and disruption identified from the desktop study. This research identified sixteen most important causes of project delay and disruption and five most important effects of delay and disruption. Transportation infrastructure, specifically road projects, is the backbone of economic and social development of many countries. Successful road infrastructure projects are delivered with reduced cost, on time. Factors contributing to Construction delay in road construction projects in Libya were identified and ranked through a questionnaire survey distributed to owners, consultants, and contractors involved in road projects. A total of 256 completed questionnaire forms were received and analysed. A Structural Equation Modelling SEM Path Model of relationship between delay factors and effects in road construction was formulated and evaluated using [SEM] 21 software. 49 factors classified into eight groups of factors and three groups of effects of delay. The contractor group in delay factors had the greatest impact on road construction delay with path coefficient β-values of 0.249, while financial groups in delay effects had the greatest impact on road construction delay with path coefficient β-values of 0.88. The R2 value of the model is 0.48, indicating that the developed model substantially explains Construction delay. This rigorous multivariate analysis has identified several causative factors that contribute to delay in road construction projects in Libya. The findings will help all parties involved in construction projects to achieve better control over construction delays, and will provide support for practitioners to incorporate risk analysis for potential Construction delay in future projects. As well as for researchers in the field of road construction and understanding of the factors causing project cost overruns in developing countries.

Rural Residents’ Perception of Construction Project Delays in Pakistan

Abstract:The construction industry is one of the key sectors that facilitate sustainable economic and social development in the region. Currently, community development mechanisms are adopted by many developed and developing nations, aimed at enhancing economic growth and quality of life along with social welfare of the local community. This study reviews the rural residents' perception of public construction project delays and aims to explore economic and social challenges confronted by residents, especially in rural areas in Pakistan. A questionnaire with 26 factors identified from the literature was sent to rural educated residents. Through a questionnaire survey, the opinions of rural residents were sought and tested. Based on 366 (73%) valid responses, this study examined the socio-economic influencing factors. The findings of the study revealed that problems faced while traveling, increase the price of consumer goods, high transportation costs, lack of educational opportunities, more expenditures on education, and barriers to primary healthcare access were the top most important factors. Research results confirmed that the delays in construction projects negatively affect the socio-economic conditions of the rural community, which directly influence the rural dwells' sustainable life. The research findings suggest that the practitioners in public sector organization make sure to execute the project on time and within the quality. Otherwise, it has negative socio-economic implications for the rural community.
