The per capita carbon balance and carbon compensation zoning of Chinese counties from the perspective of major function-oriented zones is important for realizing the carbon peaking and carbon neutral target. In this study, the Kernel-K-means++ algorithm is used and a more comprehensive per capita carbon compensation zoning model is constructed. Based on this, combined with the major function-oriented zones, Chinese counties are divided into per capita carbon compensation-type zones. Further, spatial and temporal characteristics are detected, and suggestions for optimizing low-carbon development are put forward. The main results are as follows: (1) From 2000 to 2017, the per capita carbon emissions (PCO2) of Chinese counties were large and showed a trend of stable expansion and a southeast–northwest pattern; (2) the per capita carbon emissions of key development zones accounted for the largest proportion of emissions; (3) there were 1410 payment zones, 170 balanced zones, and 242 compensated zones among China’s counties; and (4) 11 types of carbon compensation space optimization zones were finally formed, and low-carbon development directions and strategies were proposed for each type of area. Based on this, this study promotes regional carbon emissions management and reduction in China and provides a reference for other regions to reduce emissions.

CCUS is internationally recognized as one of the three major pathways to achieve carbon neutrality goals. It is an important choice for realizing zero emissions from large-scale fossil energy utilization and a feasible technological solution to offset carbon emissions in industries such as power, steel, and cement where emissions reductions are challenging. Systematic analysis of the development and policy evolution of the CCUS industry at home and abroad can provide theoretical basis and practical guidance for China's energy transition and development under the background of carbon emission peaking and achieving carbon neutrality. Guided by the strategic goals of national energy security, carbon emission peaking, and achieving carbon neutrality, this study aims to analyze the global development process and stage characteristics of the CCUS industry, investigate the supporting policies in the CCUS field and their evolution patterns, summarize the current status and trends of the CCUS industry at home and abroad, and provide reference for the implementation of national energy green and low-carbon transformation and the construction of a new energy system. In terms of industry, European and American countries emphasize national-level technological guidance and macro-control. The United States has introduced the progressive 45Q tax credit policy, and the European Union has included CCUS in its carbon trading system. The US National Carbon Capture Center provides a testing environment and facilities for CCUS technology research and development, and has established a carbon dioxide industry cluster and transportation hub. In terms of policies, tax credits and carbon trading policies in Europe and America have attracted various types of capital investment, establishing a relatively complete legal framework system. These regions have been leading in CCUS technology research and deployment, holding dominant positions and decision-making power in mainstream international CCUS organizations such as the CSLF, IEA, GCCSI, and OGCI. This study benchmarks the forward-looking and strategic development status of the CCUS industry at home and abroad, elucidates the challenges facing CCUS industry development, and proposes future trends and policy support needs for the CCUS industry. The research reveals that Europe and America emphasize national-level technological guidance and macro-control, focusing on the construction of regional industrial networks and having established a relatively complete legal and regulatory framework system. Compared to other countries, China needs to establish national-level guidance on CCUS development, regional carbon dioxide capture and transportation networks, and enact specific laws, regulations, and technical standards for CCUS.

Based on the data of provincial input-output model and the carbon footprint model, the analysis is focused on provincial carbon footprint and the space transfer of carbon emissions. The results have shown that: (1) There are significant differences of provincial total carbon footprint amounts: resource-rich provinces have high total carbon footprint amounts, followed by processing and manufacturing provinces and municipalities; Regions with high energy efficiency have low carbon footprint amounts, so does southwestern region where economic and industrial development level is relatively low. (2) The provincial differences of carbon footprint per capita are related to demand structure: the amounts of carbon footprint are high in provinces with higher demand of consumption and investment, especially those provinces with strong demand for construction and processing industries. The amounts of carbon footprint are low in provinces which are non-resource-based, have limited investment and construction, and its economic structure is not dominated by processing and manufacturing. (3) Interprovincial trades have a significant impact on carbon footprint and carbon emissions. Provinces with well developed infrastructure have net CO2 emissions flow-in that are directly induced by high energy consumption products; southwestern region, where processing and manufacturing industry is relatively less-developed, has main CO2 emission flow-in, which are induced by the demand of processing and manufacturing industries; resource-intensive provinces and provinces with well-developed processing and manufacturing industries have net CO2 emission flow-out, which are induced by interprovincial trades.
