What Does the Academic Research Say About Impact Assessment and Environmental Licensing in Brazil?

Scholarly papers on Environmental Impact Assessment (EIA) in Brazil were reviewed aiming at surveying the state of research in this field. Searches in three databases identified 131 papers published between 1985 and 2015. They were classified under: case analysis (45%); analysis of the EIA system (32%), discussion about methods (15%) and evaluation of quality of EIA documents (8%). It was found that those papers: (i) deal with highly complex cases; (ii) identify several weaknesses in the EIA system, but also some achievements and improvements; (iii) address a number of weaknesses identified in other studies; and (iv) show recurrent deficiencies, as well as temporal evolution in the quality of EIA documents. Some topics often pointed as weaknesses in the national debate and the international literature were not addressed in this set of papers. This research field is at an early development stage in Brazil, but features a growing number of publications.

A avaliação de impactos cumulativos no planejamento ambiental de hidrelétricas na bacia do rio Teles Pires (região amazônica) RESUMO:As bacias do rio Amazonas concentram grande parte das hidrelétricas projetadas para atender as demandas de energia elétrica nacional. O debate sobre os significativos impactos socioambientais do avanço da fronteira hidrelétrica para a região amazônica tem sido intenso. Dada a vulnerabilidade socioambiental da região amazônica frente às hidrelétricas, torna-se relevante discutir os impactos cumulativos associados. O planejamento do setor hidrelétrico utiliza dois instrumentos de avaliação de impacto: Estudo de Impacto Ambiental (EIA), para análise da viabilidade ambiental das hidrelétricas, e a Avaliação Ambiental Integrada (AAI), para análise dos impactos do conjunto de hidrelétricas em uma bacia hidrográfica. O recorte territorial da pesquisa concentra-se na bacia do rio Teles Pires, uma das principais da região amazônica, em que está projetada uma série de aproveitamentos hidrelétricos. O objetivo geral foi analisar a avaliação de impactos cumulativos desde a escala de bacia até a de hidrelétricas por meio dos instrumentos de avaliação de impacto. Na análise dos dados, utilizou-se instrumento de pesquisa que sintetiza orientações para avaliação de impactos cumulativos em bacias hidrográficas e critérios para associação desses impactos em bacia e em empreendimentos. Os principais resultados revelam que: a) algumas das boas práticas internacionais de avaliação de impactos cumulativos na escala de bacia estão presentes no planejamento ambiental de hidrelétricas; b) a análise de impactos cumulativos na bacia considera apenas os efeitos de empreendimentos do setor hidrelétrico; c) os impactos cumulativos identificados em nível de bacia hidrográfica -na AAI -foram parcialmente observados nas hidrelétricas -nos EIAs. Optimization of land use can be attained by incorporating technologies to crop production, such as the use of diazotrophic bacteria, fertilizers, and pesticides. Seed inoculation with Azospirillum is an alternative that favors the incorporation of green agriculture in regions of conventional farming, such as the Brazilian savannah (Cerrado). However, limited information is available about this bacterium's contribution to agriculture when other technologies are also incorporated. This study evaluated the performance of maize hybrids inoculated, or not, with Azospirillum brasilense, with or without fungicide applications, and subjected to different nitrogen rates under Cerrado field conditions. Each factor analyzed contributes to the increased maize grain yield. The use of inoculants containing plant growth promoting bacteria is a good option to ensure high yield of maize. Still, nitrogen should not be replaced, neither totally nor partially, by seed inoculation with Azospirillum. Fungicide applications should be done, as required, during maize cycle. Moreover, specific maize breeding programs should consider the affinity between Azospirillum strains and maize hybrids, mainly for regions with nitrogen deficient soils, like Cerrado. Thus, by incorporating additional technologies, maize crop farmers can optimize land use and, consequently, reduce the expansion into new agricultural areas.
