Canadian Agricultural Programs and Paradigms:The Influence of International Trade Agreements and Domestic Factors

Abstract: "Tracing developments over the past two decades with respect to Canadian farm income support, orderly grain marketing, and supply management, this article argues that Canadian agricultural policy has undergone programmatic, but not paradigmatic policy change. International trade agreements, alongside domestic factors like budgetary pressures, have helped to promote programmatic change. However, paradigmatic change in the form of a rejection of the core ideas and instruments of the post Second World War state a… Show more

“…Canada has a policy framework that allows for implementing an ambitious vision. It maintains a supply management system based on the cost of production (Skogstad 2008), making it feasible to manage a 'Made in Canada' brand for dairy products, produced according the common values of farmers and citizens. This not only provides an effective way of passing on the costs to consumers associated with improved welfare outcomes (via the cost of production formula), it provides a strong public-good argument in favour of maintaining supply management.…”

“…While the focus in this article is only on the CAPa policy known for its paradigmatic contestation (Daugbjerg and Swinbank 2009;Feindt 2010Feindt , 2017 the contribution of the in-depth empirical analysis has importance beyond this single domain, as contestation already exists in more domains and is likely to develop in others. Apart from the agricultural policy domain, trade policy, environmental policy and monetary policy are other prime examples where paradigmatic contestation can be found (Nilsson 2005;Skogstad 2008;Feindt 2010;Alons and Zwaan 2016;Princen and van Esch 2016;Daugbjerg et al 2017). Furthermore, with increasing policy openness, policy consultations and shared policy jurisdictions, particularly within the EU, paradigmatic contestation and paradigm mixes instead of single dominant or even hegemonic paradigms are likely to become a phenomenon of increasing importance.…”
