This article presents a case study of the Chilean executive, focusing on the civil service in the period after the Pinochet dictatorship and the country's transition to democracy. It provides synchronic and diachronic analysis of the organisation of the executive, public employment and the civil service. Both the qualitative description and statistical evidence reveal the establishment of a flexible regime of public employment with low levels of stability in senior public management positions.

En sintonía con la investigación que analiza las decisiones estratégicas de los Presidentes, este artículo aporta con el estudio de las coaliciones políticas en América Latina desde la observación de los cambios ministeriales en Chile. Para ello, se propone analizar los episodios de rotación ministerial desde los inicios de la república, argumentando que los cambios en las dinámicas de competencia e incorporación de los partidos chilenos, fueron factores determinantes en la ocurrencia de este fenómeno durante periodos específicos del ciclo político del país. Para esto, se utilizará una base original con datos longitudinales sobre ministros en Chile desde 1830 y 1973, además de información de fuentes secundarias. Finalmente, se realizará un análisis semi-paramétrico que ilustre la incidencia de algunos factores políticos, económicos y sociales. Las conclusiones colocan su énfasis en la relación de las condiciones contextuales y los procesos de rearticulación del sistema de partidos, factores que transformaron las dinámicas de estabilidad ministerial durante todo proceso de construcción de una de las democracias más estables del continente.
