Business at the margins? Business interests in edge urban politics

Abstract: The issue of the organization, role and influence of business interests in urban politics at the edge of major cities is one that is overdue for investigation. This article provides an initial and empirically oriented investigation of the organization, role and influence of business interests in edge urban politics in Europe. We present findings from five members of a European network of self-styled 'edge cities'. Following the now extensive debate in academic literature regarding the applicability of US conce… Show more

“…In the European case, several studies have analysed not only phenomena related to the scatteration of employment, but also the emergence of polycentric configurations in which sub-centres adapt to the new functions of the post-Fordist production system (Harding, 1997;van den Berg et al, 2001;Phelps and Parsons, 2003;Phelps, 2004;Phelps et al, 2006). The diversity of examples and their idiosyncrasies show the need to take into consideration pathdependency arguments.…”

“…In the United States, however, business participation seems to be more dominant in the resolution of urban issues than in European continental cities (but see Phelps et al 2006), and, as such, urban regime theory seems inherently biased toward focusing on the private business and public actors participating in urban regimes. In the case of the New York City race riots discussed above, the lack of interactions with community organizations could be well explained by urban regime theory.…”

“…In principle, urban policy networks are more inclusive than the kinds of coalitions comprising urban regimes (cf., Pierre 2005). Yet, partnerships between political and business elites are still an important focus in studies of European urban governance (Le Galès and Harding 1998;Phelps et al 2006).…”
