The features of a holistic view in an organization create the data value of the Business Intelligence (BI) and Knowledge Management (KM) in viewing the big picture of organizational performance diagnostics framework. This research focuses on the specific features of railway supply chain performance in viewing the decision-making process and creating better knowledge formation. The intention of the study is to structure supplier performance using BI-KM framework development to determine holistic perspective factors. The outcomes indicate that BI and KM significantly increased the railway supply chain and significantly increased the information system. This BI-KM framework relates the current analytic characteristics in designing the railway supply chain towards information system in determining the strategic theme of the decision-making process of the decision support system together with system features, characteristics of data, the content of the themes, and the effect of the decision-making process and for executive strategic performance diagnostics tool that provides effective strategic decision making in supply chain performance. The quantitative research method uses SmartPLS software version 3.2.8 for empirical analysis through distributing survey questionnaires to 320 railway suppliers in Malaysia. Using a model-driven development framework, to measure the implementation success of the decision support system, the study is conducted in the railway supplier focusing on strategic management that helps to make the decision and facilitate the organizational success.

The comprehensive stimulation for this research arises from the necessity to continually understand and investigate the Information System (IS) discipline body of knowledge from organizational practice. Specifically, in this study, we focus on comparing a few available excellence frameworks, data analytics, and cybernetics approaches. Such knowledge and skill practice in the IS field is predominant for both IS research and teaching. On the other hand, to propose a relevant performance reporting model using data analytics and cybernetics that entail a body of knowledge and skill is crucial for the development and transformation of organizational excellence. Yet, it helps to design an online real-time organizational dashboard that produces knowledge for its application and decision-making within an organizational practice. IS discipline in an organization is comparatively young and its specification in academia as well as in practice is rapidly changing, we focus on the practical design, and IS structure for organizational excellence through employing information technologies.

An enterprise framework based on the philosophy research approach to Information System (IS) features a holistic view in an industry that allows room for technological advancement, an industry with increasing expectations and demands for IS drives towards a more integrated framework and rethinking of the concept of delivering insightful outcomes. The specific features of IS in this study focus on the information criteria for the daily assignment of the railway industry operations through an industry enterprise framework. The study objective is to provide a comprehensive understanding of emerging knowledge from structuring IS and enterprise framework stages and their mashup characteristics in designing a model-driven development framework. The outcome will be a design of a strategic performance framework for a typical strategic performance application as the most vital outcome indicators, to focus on understanding the baseline of technology revolution (Industry Revolution 5.0) achievement to measure the transformation expected and the railway industry evaluation, based on the year-on-year target will be established. The usage of decision-making systems and strategic applications has increased massively to fulfill various kinds of purposes for organizations, businesses, and individuals. In this case, a high-quality decision-making system and strategic application are required to ensure it provides the intended functionalities.
