Bridging two worlds? The troubled transfer of new environmental knowledge from science to consulting engineers

Abstract: Today, there is a widespread political optimism regarding the role of scientific knowledge as a driving force for innovation and economic growth. Could this lead us to overestimate science's ability to provide innovations central to solve the challenges facing our society? This paper is a study of the appropriation of science in knowledge intensive services: specifically about how consulting engineers engage with new environmental knowledge.

“…External research scientists were occasionally consulted but did not appear to have made very visible translation efforts. This is in accordance with Hojem's (2012) finding that consulting engineering companies have limited interaction with research communities and suggests that technologies may be the most important translation actors with respect to bringing new knowledge into the building industry.…”

“…Few traces of translation efforts from scientific communities were observed and may be a common situation in the Norwegian building industry (Hojem, 2012). There is no clear explanation why this is so, other than that there seems to be a lack of time and resources to make new scientific knowledge relevant within the kind of time frames characteristic of building projects.…”

“…While the Mode 2 authors emphasize changes to knowledge production, they avoid expressly bibliometric approaches and instead employ studies of knowledge production use and dissemination in particular cases. This work includes the work on the triple helix framework (Shinn and Lamy, ), and the engagement with users (Hojem, ). Knowledge generation is closely connected to issues of dissemination and use and here, a number of researchers observe that information technologies hardly foreseen in 1970 such as data mining and automatic rating of research (Priem, ) have led to new forms of awareness of research.…”

“…The transfer of knowledge from research to practice is a perennial problem of a wide range of fields including business (Levin ; Jasimuddin and Zhang ), public administration (Ospina and Dodge ), health (Jacobson et al . ), education (Newton and Sackney ), environmental studies (Hojem ) and, not least, sustainable food production and rural development (Leeuwis ; Bruckmeier and Tovey ). Even when researchers believe they have found scientifically sound solutions to problems faced in the field, these solutions are often not put into practice.…”
