Benefits of small area measurements: a spatial clustering analysis on medicare beneficiaries in the USA

Abstract: Small area estimates on where services for potential Medicare beneficiaries may be needed, could provide unique research opportunities for improving the healthcare quality of the ageing U.S. population. The project described in this paper validates this argument by contrasting the spatial clustering results from an analysis that uses large geographical units with proxy measures to the results from an analysis using small area geographic units with direct measures. Largearea proxy measures come from county-leve… Show more

“…In this paper, based on the basic model of GIS spatial data mining and the algorithm of clustering analysis, a calculation method of spatial association rules will be proposed. The basic concept is a progressive way of human progress and language expression, which can be classified as ideological units of connotation and grouping in philosophical system (Siordia, 2013). In view of the basic meaning of the philosophical system, the concept of form can carry out the discovery and sorting display of basic problems.…”

“…Another example can be found in Bradley et al (), where New York City's Department of City Planning is interested in producing estimates of socio‐economic variables on community districts (a geography not made available by ACS). Furthermore, understanding the multi‐scale structure of ACS period estimates in space (e.g., see Siordia et al, ; Bazuin & Fraser, ; Siordia, , among others) and/or time (e.g., see McElroy, ; Beaghen et al, , among others) is a consistent theme in the ACS literature. These reoccurring problems suggest that spatio‐temporal COS would greatly enhance the utility of ACS period estimates.…”

“…If in addition to this complexity, the use of non-probability driven allocation algorithms (e.g., logic driven fixes and not geographically based method using hot decks) may further aggravate the stability of quantifying MOE around population estimates. When attempting to create small area estimates (Siordia, 2013b), even more complex issues dealing with geographical uncertainty (Spielman, Folch, & Nagle, 2013) and polygon fragmentation (Siordia & Fox, 2013;Siordia & Wunneburger, 2013) need to be considered (see Sun & Wong, 2010). In short, the confidence interval may serve only as a tentative guide for where the true population characteristic may be found.…”
