The controversial article by D. S. Shchavelev and B. L. ~likhman [1] examined the problem of distributing investments and annual costs of a water-management complex (WMC) among its participants. However, the article did not touch upon the no less important problem of the participation of branches of the national economy, participants of the WMC, in financing the construction of a water-management complex. The importance of this problem follows from the need to establish between participants of the WMC those financial interrelations which would adhere to the basic principles of our national economy plarming.
