Marine aquaculture is the most promising industry for ensuring future provision of seafood. Yet, the worldwide growth and expansion of this industry have been slower than expected, calling for the identification of environmentally suitable sites while accounting for all factors that could constrain or benefit its establishment. Here, we determine the main obstacles and risks hindering the growth and expansion of marine aquaculture, as well as the needs and recommendations to overcome such constraints. Our analysis is based on results obtained from a consultation process held in 16 study sites located around the world with the participation of 614 stakeholders representing the research community, aquaculture industry, government, conservation groups, and education and fishermen associations. A high level of commonality exists in the main issues hindering aquaculture growth and expansion in coastal, off‐the‐coast and offshore aquaculture with most being attributed to interactions with other maritime activities, including conflicts with other users and administrative procedures, including licensing. Critical needs for improved management and expansion of the aquaculture industry are related to planning and management of developments and technological advances, with economic and market needs featuring to a lesser extent. Key procedures recommended to assist further aquaculture growth are the standardisation and simplification of regulatory frameworks, improvement of governance, and the adoption of participatory processes to facilitate meaningful and productive stakeholder engagement. We strongly recommend stakeholder participation to enhance insights on the full environmental and human dimensions of marine management and for implementation of ecosystem‐based marine spatial planning.

Investigating e-government specified a few organizational barriers to e-government implementation. This paper proposes a framework for examining how organizational barriers affect the application of e-government. Frame creation depends on three main organizational dimensions. First, the organizational main dimensions, which are related to the culture of the organization, include (control system, strategic direction, integration, and coordination). Second, the organizational main dimensions which are related to the structure of the organization include (adaptability, involvement, integration, agreement, reword, and incentive system). Third, the organizational main dimensions, which are related to Information Technology, include (information transfer, Communication, end-user focus, and employee learning). We initiate those organizational obstacles which are recognized in major electronic government literature linked to the organizational culture effectiveness and dimensions. The conclusion is that the framework is related to understand organizational barriers which prompt the implementation of electronic government. This research is limited to the framework that has been developed based on the lens of e-government literature in the application theory. It is now necessary to test this model in different contexts. This study tries to demonstrate that key that impedes the factors that are associated with the implementation and enhancement of the e-government system. There must be more attention to the progress made in e-government projects quickly and accurately. Thus, there is a strong commitment on the part of each government to implement e-government services.

Viral testing combined with hydrographic studies is considered standard good practice in determining microbiological impacts on shellfish growing areas following wastewater overflows. In this study, norovirus genogroup I and II, indicators of viral contamination (F-RNA bacteriophage genogroup II (F-RNA GII), crAssphage, pepper mild mottle virus) and Escherichia coli were monitored during periods of normal harvesting and following overflows in two commercial shellfish growing areas in Otago Harbour (Aotearoa New Zealand). Dye tracing, drogue tracking and analysis of particle tracking modelling were also undertaken to assess the dispersion, dilution and time of travel of wastewater discharged from a pump station discharge that impacts the growing areas. Norovirus was not detected in any of the 218 shellfish samples tested. PMMoV and crAssphage were more prevalent than F-RNA GII as determined by RT-qPCR. The dye study indicated long residence time of the waters (≥5 days) in the embayment impacted by the discharge. No relationships were found between the concentrations of viral indicators or E. coli and wastewater dilution, distance between the discharge and the growing areas or time since the last overflow. For the three spills studied (≤327 m3), there was little evidence of microbiological impact on the growing areas. This was likely associated with a deep shipping channel that enhances water flushing in the harbour and reduces contaminant transport to the growing areas. We recommend flexibility in the approach for closure/reopening growing areas impacted by spills, particularly for small duration/volume spills and when norovirus is not present in the community.
