There has been significant growth of interest in both international human resource development (IHRD) and ecosystems research. Both literatures highlight important characteristics of each concept; however, to date, they have not yet been linked. We propose an ecosystem perspective as an important framework to understand IHRD. Ecosystems emphasize interdependencies, actor centrality, bargaining power, and relationships between actors as important in shaping IHRD. We utilize a meta-synthesis of the IHRD literature to identify content and process dimensions of an IHRD ecosystem. We conclude with a discussion of implications for IHRD research.

Most studies in the 'world cities' literature tend to frame the global connectivity of cities in the context of a specific form of globalization that began unfolding in the 1970s (i.e. the 'new international division of labor'). In this paper, we argue for the need to frame the global connectivity of cities in long-term urban trajectories across different phases of globalization. To this end, we explore the trajectory of the Jakarta metropolitan area (JMA) from the period prior to the arrival of Western merchants into Southeast Asia into its current role as being one of the major cities in the Global South. We find that the emergence and ensuing path-dependent evolution of the JMA into a strategic site of economic globalization is linked with its initial formation as the Dutch strategic base for securing and expanding its commercial system in Asia and the repeated explicit and implicit privileging of the city as a strategic site for engagements with the wider global and regional context by the national government. The character and function of the JMA in the current stage of global economy is, therefore, a product of a long-term evolutionary process with different phases coproducing Jakarta into what it has become today.

Artikel ini menjelaskan bagaimana pemerintah daerah dapat menghambat perkembangan ritel berjaringan di Kota Padang. Pemerintah daerah yang pada era desentralisasi ekonomi diasumsikan akan mendorong keterbukaan terhadap investasi, dalam kasus Padang justru menggunakan instrumen kewenangannya untuk menghambat masuknya ritel berjaringan. Penulis menggunakan metode kualitatif deskriptif untuk menjelaskan fenomena menarik tersebut dengan menggali data primer dan dilengkapi dengan data publikasi. Dengan menganalisis melalui mekanisme barrier to entry, penelitian ini menemukan bahwa pemerintah daerah menghambat masuknya ritel berjaringan dalam rangka mencegah kompetisi dengan peritel lokal melalui beberapa faktor utama. Penelitian ini melihat ada tiga faktor yang menjadi hambatan bagi masuknya ritel berjaringan di Kota Padang, yaitu: intervensi pemerintah dalam industri ritel, kebijakan pemerintah yang diterapkan sebagai kriteria masuk pasar dan hambatan birokratis yang menyebabkan terjadinya penundaan lisensi.
