“…Although successful and undoubtedly legitimate in ensuring the good quality of SNPG over the years, assessment of graduate programs does not occur without criticism by higher education professors. Voguel (2015), when interpreting criticism from the academic community through content analysis whose corpus consisted of Capes documents and scientific publications, found that the published comments on the evaluation in 62 articles from 1997 to 2013 were significantly positive ( 63%), although there were some negatives (21%) and others of suggestive character (16%). The propose was to seek validity evidences of scales based on the model of reactions of higher education professors about the evaluation of graduate programs conducted by the Brazilian Federal Agency for Support and Evaluation of Graduate Education (Capes). The scales of satisfaction, justice perception, utility perception, and accuracy perception were applied on 814 higher education professors, being 50.36% males, with a mean age of 47.66 years (SD = 9.34). Exploratory analysis indicated reliability of the four scales (alphas ranged from .69 to .97 and omegas are from .70). These and other psychometric indicators of the scales indicate that the measures are reliable, and the reaction model was confirmed by the strong correlation between the scales.

The postgraduate system brought contributions to universities, mainly for the improvement in the quality of education and knowledge production. Established in the decade of 1960s, with the purpose of qualifying professionals, mostly professors of the university itself, it aimed at expanding their training in research and, as a result, encouraging knowledge production. In this sense, teaching and research have been strengthened. By the end of the decade of 1990, CAPES recognized the Professional Masterstricto sensuas a postgraduate modality. Focusing on the professionals in business, it proposes an approach to research, with the commitment of reaching and modifying work environment. In parallel, in 1990, the Blood Center of the Clinical Hospital of the Ribeirão Preto Medical School of the University of São Paulo was founded. With the initial proposal of providing assistance and care to the population, this health center has lived with the research carried out in the academy, what enabled to reconcile knowledge production with the practice developed in its daily routine. In 2012, it launched the professional master in Hemotherapy and Biotechnology, with the aim of training and qualifying professionals in this field. In this work, the objective was to study this program, proposing to investigate the mechanisms of interaction established between the research center and partner work units, from the perspective of egress students (1 st and 2 nd classes). Because it has an exploratory and initial character, we planned to work with indicators exclusive to the professional modality, allowing to strengthen the follow-up and evaluation of the program offered, mainly those indicators related to the applicability of projects and to the impact of the course done on the professional act of the egress student. Therefore, the present work is an exploratory-descriptive study using quantitative and qualitative approaches, with six major investigation topics: the program offered; the research project developed; intellectual production; the unfolding of the experience of groups of professionals from different states of Brazil; the contribution of the supervisor for the development of research projects; and the contribution resulting from the approach of students to research. With the features of specific training and possibility of gathering professionals of the area of Hemotherapy from the nine regions of Brazil, the program has enabled to accomplish the objectives expected in the professional modality (stricto sensu) and established in the project creation in 2011. Part of these results is owed primarily to three mechanisms of interaction identified: the research project, experience of living as a group, and supervisor, each one with specific contributions to the process of students' training and learning, enabling to achieve changes in work units and in professional conduct and competences. O sistema brasileiro de avaliação da pós-graduação stricto sensu é um dos maiores sistema públicos de avaliação do mundo por algumas razões. Muitos países não fazem avaliação por uma autoridade pública. As universidades trabalham com rankings nacionais ou internacionais, organizados por instituições privadas. Dentre os países que avaliam suas universidades, poucos têm uma avaliação específica para a pós-graduação. Comumente, a avaliação envolve todas as atividades da instituição.O resultado da avaliação brasileira tem consequências na vida cotidiana dos programas de pós-graduação. Ele determina a reputação do programa perante a comunidade e influencia o financiamento dos cursos, no caso das instituições públicas. Uma mudança em um estrato, para cima ou para baixo, pode determinar maior ou menor atração de bons alunos e influenciar as interações que os docentes e discentes terão com outros programas. Por sua importância, a avaliação tem um enorme poder indutivo. Seu resultado é parâmetro para mudanças que programas adotam em sua estrutura e em seu funcionamento.É comum que os programas façam uma pressão sobre a Diretoria de Avaliação da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes) por uma definição antecipada dos critérios a serem utilizados na avaliação. Muitos gostariam de ter esses critérios definidos previamente como metas que, caso alcançadas, garantiriam aos programas as notas correspondentes. Isso, no entanto, é incompatível com o modelo de avaliação da Capes. A avaliação faz um retrato do momento da pós-graduação, comparando programas e áreas. Durante o período a ser avaliado, diversas discussões são promovidas, internamente à área ou entre áreas, no Conselho Técnico-Científico da Educação Superior (CTC-ES). Nessas discussões, é possível "avaliar a avaliação" anterior e encontrar erros e pontos cegos, buscando novos procedimentos que possam superá-los.Como dito, a avaliação pela Capes tem um evidente poder indutivo.
