Assessment of the Impact of Avian Influenza–related Regulatory Policies on Poultry Meat Trade and Welfare

Abstract: We use two methodological approaches to analyze avian influenza related quarantine measures. First, a Heckman type gravity model is used to estimate the trade impact and second, a spatial partial equilibrium simulation model is developed to simulate welfare changes. The simulation model considers spread and transmission risk according to the disease status of the importing country as well as parameter uncertainty of the calibrated coefficients by using a Monte Carlo approach. The econometric results show that … Show more

“…The welfare implications can complement the results regarding the impact of standards on trade flows, which is negative in most cases, and thus, enriches the discussion of the impact of food safety standards. Wieck et al (2012) developed a calibrated spatial simulation model (combined with a gravity model) to examine the effect on welfare of demand and supply curve shifts following a change in import bans to control avian influenza. They used data for the major poultry meat exporting countries, namely, Brazil, China, France, Germany, Netherland, and the United States (US).…”

“…Empirical studies also show that the effects of tariffs on the poultry trade are not significant (Wieck et al . ). However, in order to distinguish the potential impact of tariffs on the poultry trade from the potential impact on AI outbreaks, two dummies, namely WTO ijt , and FTA ijt , are included in our econometric model.…”

“…The literature on the impact of AI and related NTMs on the poultry trade can be grouped into two types: (i) simulations of the effects of AI outbreaks on trade and welfare in major countries and regions (Peterson and Orden ; Djunaidi and Djunaidi ; Wieck et al . ); and (ii) empirical trade flow analysis on the impacts of AI outbreaks on NTMs, focused mainly on developed countries (Paarlberg et al . ; Taha ; Disdier et al .…”
